    In this exploratory paper, we introduce a new method of plan quality evaluation to measure strength of policy focus. We demonstrate how the method can be applied to evaluate the strength of farmland protection policy in two local governments in the Province of British Columbia, Canada: the City of Richmond and Metro Vancouver Regional District.
