  • Gatekeepers of local environmental progress? Self-referencing practices of urban bureaucracy

    Renata Putkowska-Smoter, Mateusz Smoter et al.•ARTICLE•Urban Research & Practice•2024

We argue that contemporary debate on innovative urban environmental governance underestimates the influence of bureaucratic self-referencing practices. Informed by organisational and institutional theories, we define them as mechanisms for strategic incorporation of new environmental rules while keeping former administrative structures stable. Analysis of new units in Polish cities identified three such practices: defining bureaucratic identity, …

  • Tackling (Not Only) Air Pollution

    Piotr Matczak, Jan Frankowski et al.•ARTICLE•Society & Natural Resources•2023•Cited by: 6•References: 8

According to the World Health Organization, 36 out of the 50 most polluted cities in the EU in 2018 were in Poland. In response to public pressure and supranational obligations, the state-led, household-oriented energy retrofit Clean Air Priority Program (CAPP) was launched in 2018. We investigate how the Polish state, local actors, and market organizations within this program dynamically compete and cooperate to enforce their agendas. Using in-d…

  • To Hunt or to Protect? Discourse-coalitions in the Polish Wolf Management

Open Access•Krzysztof Niedziałkowski, Adam Konopka et al.•ARTICLE•Conservation and Society•2021

After the political transformation in Poland in 1989, the management of the wolf ( Canis lupus ) became strongly debated. The discussions concerned the need to protect the wolf, methods of protection and actors to be involved. Increasing social pressure resulted in a series of legal changes leading to the full protection of the species in 1998. Using the concept of discourse coalitions, we distinguished two groups of actors, which argued for or a…

  • What Is the Role of the Government in Wildlife Policy? Evolutionary Governance Perspective

    Open Access•Krzysztof Niedziałkowski, Renata Putkowska-Smoter•ARTICLE•Politics and Governance•2021•Cited by: 1•References: 12

With the growing populations and range of large wild mammals in Europe, wildlife governance has grown in importance and provoked social conflicts, pressuring policy-makers to provide adequate policy responses. Some countries chose decentralised approaches, while others retain traditional top-down mechanisms. However, evolutionary mechanisms behind those changes and their impact on steering have attracted relatively little attention. We investigat…

  • Street level bureaucracy in response to environmental pressure. Insights from forestry and urban green space governance in Poland

    Open Access•Renata Putkowska-Smoter, Krzysztof Niedziałkowski•ARTICLE•Environment and Planning C…•2020•Cited by: 1•References: 5

Forestry and urban green space governance experiences rapid changes due to bottom up environmental pressure and top down changes of legislation. To deepen our understanding of crafting preferable environmental reactions towards environmental pressure, we introduced the perspective of environmental street-level bureaucrats (SLBs) and explored it using Oliver’s strategic response framework. Drawing from case studies on the governance of the moose a…
