The History of Energy Efficiency in Economics
How to allocate mitigation efforts between home insulation, fuel switch and fuel decarbonization? Insights from the French residential sector
Reducing greenhouse gas emissions in residential buildings relies on three channels that are rarely assessed together—insulating homes, switching to low-carbon heating systems and decarbonizing heating fuels. Their combination results from an interplay between top-down planning of the energy system and decentralized policies for the residential sector—insulation subsidies in particular. In this paper, we examine how the design of insulation subsi…
Quality Defects in Building Energy Efficiency
The history of energy efficiency in economics
Taking a long-run historical perspective, we analyze how debates about energy efficiency have evolved in the economic literature since the mid-19th century. We distinguish three periods: the classical age, focused on the rebound effect, from Jevons in the 1860s to American institutionalism in the mid-20th century; the modern age, marked by the rise of the energy efficiency gap concept, from the 1970s to the 1990s; the contemporary age, from the e…
“Co-construction” in deliberative democracy
Launched in 2019, the French Citizens' Convention for Climate (CCC) tasked 150 randomly chosen citizens with proposing fair and effective measures to fight climate change. This was to be fulfilled through an "innovative co-construction procedure", involving some unspecified external input alongside that from the citizens. Did inputs from the steering bodies undermine the citizens' accountability for the output? Did co-construction help the output…
Lump-sum vs. energy-efficiency subsidy recycling of carbon tax revenue in the residential sector
Selling and Saving Energy
In Europe, energy efficiency obligations are imposed on energy retailers competing in liberalized energy markets. They comply by subsidizing energy efficiency investments made by energy end-users from within or outside their customer base. We develop a model describing how competition in the energy market affects compliance strategies. We find that, instead of selecting the most cost-effective investments options, firms may either target their mo…
When adaptation increases energy demand
Adaptation is a central component of climate policy, helping manage and reduce risks. Sometimes, however, adaptation to climate change may consume energy, threatening efforts to reduce greenhouse gas emissions. Examples are numerous, and include the use of air conditioning or water desalination. Nevertheless, no clear view exists on how energy demand globally can be impacted by climate change. In this paper we systematically map existing evidence…
How Do Lenders Price Energy Efficiency? Evidence From Personal Consumption Loans
Energy efficiency subsidies with price-quality discrimination
We compare various designs of energy efficiency subsidies in a market subject to both energy-use externalities and price-quality discrimination by a monopolist. We find that differentiated subsidies can establish the social optimum. Unlike per-quality regimes, ad valorem regimes generate downstream interferences: Subsidising of the high-end good leads the monopolist to reduce the quality of the low-end good. For this reason, ad valorem differenti…
Energy Efficiency Policy with Price-Quality Discrimination
Comparing and Combining Energy Saving Policies
This paper assesses the impact of French policies for residential space-heating energy consumption, both enacted (tax credits for the purchase of energy efficient durables, soft loans for retrofitting actions, stringent building codes) and anticipated (carbon tax, retrofitting obligation). It uses a hybrid energy-economy model incorporating specific features of energy conservation, notably the rebound effect and some “barriers” to energy efficien…

Efficiency and distributional impacts of tradable white certificates compared to taxes, subsidies and regulations
