  • Regulating data sales

Open Access•Laura Abrardi, Carlo Cambini et al.•ARTICLE•Telecommunications Policy•2024

We analyze the effects of different data selling mechanisms of a monopolistic Data Broker (DB) who sells consumer data to firms in a downstream market with free entry, where data can be used for consumer price discrimination. We consider three possible data selling mechanisms, namely auctions with and without reserve prices, and Take-It-Or-Leave-It offers, which exhibit decreasing levels of DB’s bargaining power towards firms. We highlight the em…

  • The faster the better? Advanced internet access and student performance

Open Access•Carlo Cambini, Lorien Sabatino et al.•ARTICLE•Telecommunications Policy•2024

In this paper, we study the impact of high-speed internet access on student performance. Our empirical analysis leverages a unique dataset that combines information on ultra-broadband (UBB) diffusion in Italy with data on student performance in 2nd, 5th, and 8th grades for the period 2012–2017. We exploit the staggered roll-out of UBB, starting from 2015. Through an event study approach, we find evidence of endogeneity between student performance…

  • Net neutrality and high-speed broadband networks

Open Access•Wolfgang Briglauer, Carlo Cambini et al.•ARTICLE•European Journal of Law and…•2023

Network neutrality regulations are intended to preserve the Internet as a non-discriminatory, public network and an open platform for innovation. Whereas the U.S. reversed its regulations in 2017, returning to a less strict regime, the EU has maintained its course and recently revised implementation guidelines for its strict and rather interventionist net neutrality regulations. To this day, there exist only a few empirical investigations on the …

  • Do Reforms Sequences Matter for Telecom Sector Performance? Evidence from Mena Countries

  • Regulatory and ownership determinants of unbundling regime choice for European electricity transmission utilities

    Open Access•Alexis Meletiou, Carlo Cambini et al.•ARTICLE•Utilities Policy•2018•Cited by: 2•References: 9

One of the fundamental provisions of the European electricity directives is the so-called unbundling of structures and functions. Vertical disintegration with Full Unbundling (ownership unbundling or independent system operation) is considered an important step toward electricity market restructuring. While Full Unbundling (FU) models appear to be the most prevalent, several European countries adhered solely to less stringent forms of unbundling.…

  • Market and regulatory factors influencing smart-grid investment in Europe

    Open Access•Carlo Cambini, Alexis Meletiou et al.•ARTICLE•Utilities Policy•2016•Cited by: 5•References: 2

Electricity distribution system operators (DSOs) are expected to invest heavily in system innovation in the form of smart grids (SG) in order to help achieve energy policy goals. In this context, regulatory reforms to spur DSOs investments are considered a policy priority. Based on a review of the European regulatory status and using a dataset of 459 innovative SG projects, this study focuses on market and regulatory factors and performs a series…

  • Assessing the EU Pressure for Rules Change

    Carlo Cambini, Donata Franzi•ARTICLE•Mediterranean Politics•2013•Cited by: 2•References: 17

This paper analyses the perception of the EU as promoting rules for energy regulatory agencies in four southern Mediterranean countries: Algeria, Egypt, Turkey and Jordan. The restructuring of the energy sector, as promoted by the EU in the southern Mediterranean region, is considered to be the main criterion to evaluate the EU's modes of external governance. The EU's modes of governance are comparatively assessed through a perception survey. The…

  • Competitive Tendering and Optimal Size in the Regional Bus Transportation Industry

Open Access•Carlo Cambini, Massimo Filippini•ARTICLE•Annals of Public and Cooperative…•2003•Cited by: 2

When defining how to implement tendering procedures for the regional bus transportation industry, one of the main problems local authorities have to face is setting the area size to be assigned as franchised monopoly. This paper's aim is to analyse the topic by combining some empirical results and evidence from recent developments in the Italian regional bus industry. The empirical results show that the bus transportation sector is characterized …
