Good Luck or Good Policy? Economic Growth and Human Development in Odisha Under the Naveen Patnaik Rule
Odisha has experienced three distinct growth regimes during 1991-2019, namely, 1991-2002, 2003-10 and 2011-19. Odisha outshone the national economy and the 15 other major states in terms of growth rates in Gross State Domestic Product per capita (GSDPPC) and Human Development Index (HDI) during 2003-10. However, during 2011–2019, Odisha witnessed a significant growth slowdown vis-à-vis the national economy but such downslide in GSDPPC and HDI is …
Public trust in government doctors and hospitals in India
Purpose The author studies the determinants of public trust in government doctors and hospitals (DH) – a crucial indicator of the quality of a country's healthcare system – in India by analyzing the India Human Development Survey (IHDS) 2011–2012. Design/methodology/approach The author uses descriptive statistics and a set of ordered probit regression models controlling for a set of individual-specific, household-level and other covariates and an…
Political dynasties and electoral outcomes in India
Political dynasties, a salient feature of the electoral politics in many electoral democracies, have critical governance implications. However, careful empirical estimates of the dynasty premium in Indian elections and explanation of their constituency-level demand side (voters) and supply side (political parties) determinants are absent. To fill this gap, we analyze the candidate-level (N = 8251) data on the 2014 Lok Sabha elections and find tha…
Does Local Elite Capture Vary by Levels of Political Connections? Evidence from an Indian Public Housing Program
Employment and economic growth dynamics in Odisha, India
As the current phenomenon of “jobless growth” has gripped the Indian labor market, the subnational literature on how states have fared on employment generation in the post‐liberalization period has been sparse. We examine the changing trends in employment and income among different sectors and subsectors of the economy of Odisha, an eastern Indian state, over the period 2011–2012 to 2017–2018 which is coincident to the Naveen Patnaik government w…
Poverty and inequality in Odisha, India
Odisha has gone on from being the most underdeveloped Indian state to be the state that has recorded the highest decline in poverty among the states. We undertake decomposition analyses to assess the redistributive changes in poverty and inequality over the period 1993–1994 and 2011–2012 across regions and social groups, examining the NSSO Consumer Expenditure Survey data. We find that while Odisha has succeeded in substantially reducing both rur…
Political-economic determinants of electoral participation in India
Elections bestow popular legitimacy to the democracies and, accordingly, electoral participation is an important indicator of the quality of democracy and civic engagement. Understanding what factors drive citizens’ decision to vote is central to the theory and practice of democracy and has implications for voter mobilization efforts of political parties and government agencies. We study the individual level determinants of electoral turnout in t…
Political Connections and Elite Capture in a Poverty Alleviation Programme in India
Political elite capture in public welfare programmes is rife in the low-income countries. Analysing a nationally-representative Indian household survey dataset, we examine the political connections hypothesis and find that a household connected to a local political executive (somebody close or as a family member) vis-à-vis not connected significantly increases the probability of its obtaining an important poverty-alleviating entitlement; that is,…
