Border permeability and cross-border mobility in Europe, 1960–2020
This paper presents a long-term comparative assessment of border permeability across Europe at 10-year intervals between 1960 and 2020. Using a novel 10-point typology of border regimes, it traces spatio-temporal changes in border openness and their relation to the structural potential of cross-border mobility in adjacent regions, operationalised through demographic mass, economic attractiveness and other structural determinants. The results reve…
Will territorial cohesion survive after 2028? Assessing the implications of the reform of Cohesion Policy for future structural funds
The paper provides a comprehensive analysis of promoting territorial cohesion as an EU Treaty objective after 2027. It identifies emerging challenges that must be addressed and outlines the fundamental components of a new EU cohesion framework. Furthermore, it examines the process by which these elements should be integrated into the EU Multiannual Financial Framework beyond 2027. The paper presents some new and forward-looking proposals, includi…
National and regional potential accessibility convergence by decay and decades in Germany, France, Spain, Poland and Romania in the years of 1960–2020
The paper seeks to adapt methods of national and regional beta and sigma convergence from socio-economic sciences to a spatial framework. The process of reducing disparities in accessibility levels is commonly linked with the concept of territorial cohesion. We dynamically explore this concept by integrating economic terminology and applying it within a spatial context. This is accomplished through the utilization of beta and sigma accessibility …
Poland as an emigration and an immigration country – dynamics of change from the local and individual perspective
Since the EU accession in 2004 Poland witnessed the biggest migration flows in the contemporary history, first mainly outflows to the Western European countries and recently also inflows from Eastern European countries. This movements have been a challenge especially for local communities experiencing an influx of significant numbers of people. The aim of this paper is to assess the interrelated nature of the two parallel processes of migration i…
The development of transport infrastructure in Poland and the role of spatial planning and cohesion policy in investment processes
In Poland, systemic transformation, social changes and integration with European Union structures all instilled major change in the country’s system of spatial planning. This encompassed the general framework, the adopted procedures, the range of entities involved, and the sources and forms by which large new infrastructural developments attracted funding. This article seeks to offer an overview of the evolution in post-1989 Poland of transport i…
Refugees from Ukraine in Poland—Differentiation of spatial distribution and impact on demographic structures
In late February 2022, the Russian invasion of Ukraine set‐off a tide of refugees heading west. The paper discusses the scale of the refugee flow into Poland, its distribution patterns and its influence on existing demographic structures (both captured at a local LAU 1 scale). By studying refugee flows at three time‐points, the study, on the one hand, offers a dynamic analysis and, on the other, identifies the spatial patterns behind the movement…
Poland as a hub of the Silk Road Economic Belt: Is the narrative of opportunity supported by developments on the ground
The article presents an analysis of Poland’s potential role as a European hub supporting the transportation of goods on the route between China and the EU. The authors point out a number of factors that can favour the development of a Silk Road Economic Belt (SREB) hub in Poland. At the same time, they emphasise that higher demand for shipments through the New Eurasian Land Bridge within the SREB does not automatically mean that Poland will becom…
Regional dispersion of potential accessibility quotient at the intra-European and intranational level. Core-periphery pattern, discontinuity belts and distance decay tornado effect
The regional differences in the level of accessibility and GDP per capita in Europe are the subject of many scientific analyses and much applied research. Using the road network for the whole continent and the division of Europe into transport areas on the basis of NUTS 3, we have concentrated on the potential quotient as a research method. The quotient is a ratio of economic and population potential, and its level and spatial distribution differ…
