Operationalizing just transition: A data-driven framework for assessing household vulnerability to climate change and the green transition
We develop a framework for operationalizing the concept of a "just transition" that is both evidence-based and informed by principles of justice. The quantitative framework for assessing household vulnerability combines the IPCC’s definition of vulnerability and the Foster-Greer-Thorbecke (FGT) indices originally designed for poverty measurement. It evaluates vulnerability along three dimensions: incidence, intensity, and inequality. Using admini…
Is energy poverty characterized by a gender and migration bias? Microdata evidence from the Netherlands
We assess the increasingly prevalent assertion that energy poverty in high-income countries disproportionately affects women and households with a migration background. Much of the existing evidence supporting this claim is non-causal and often fails to disentangle the effects of income. To address these limitations, we apply both descriptive statistical methods and a two-stage logistic regression analysis to comprehensive, high-quality administr…
Stuck in the sustainable mobility transition: A spatial analysis of transport poverty risk in the Netherlands
Mobility policies aiming to reduce the use of fossil fuel vehicles put households that cannot afford sustainable transport alternatives at risk of transport poverty - i.e. limited access to work, health-care, education and social relationships. We exploit a unique set of administrative microdata covering 98 % of all privately owned fossil fuel cars in The Netherlands to calculate and map in detail, for the first time, how many households are at t…
Deployment of CO2 capture and storage in Europe under limited public acceptance—An energy system perspective
In this paper we analyse how in Europe large-scale deployment of CO2 capture and storage (CCS) technology may be hindered by limited public acceptance. We develop scenarios for how public acceptance may constrain the diffusion of CCS, either by reducing the overall amount of installable CCS capacity or by delaying its introduction, and show with an integrated assessment model how the type of limitation in CCS acceptance can critically impact the …
Energy poverty in the Netherlands at the national and local level: A multi-dimensional spatial analysis
The strong increase in energy prices since 2021 has led to a turning point in thinking about energy poverty in the Netherlands, where the concept of energy poverty was thus far neglected in national policy making. Against this background we present the first multifaceted spatial analysis of energy poverty in the Netherlands, which will serve as the analytical foundation to set up a national energy poverty monitor. In doing so, we make a novel con…
Cost and attainability of meeting stringent climate targets without overshoot
Net zero-emission pathways reduce the physical and economic risks of climate change
Energy system developments and investments in the decisive decade for the Paris Agreement goals
The Paris Agreement does not only stipulate to limit the global average temperature increase to well below 2 °C, it also calls for ‘making finance flows consistent with a pathway towards low greenhouse gas emissions’. Consequently, there is an urgent need to understand the implications of climate targets for energy systems and quantify the associated investment requirements in the coming decade. A meaningful analysis must however consider the nea…
