Diffusion of Non-trade agenda (NTA) in trade agreement
본 논문에서는 구성주의적 관점에서 규범이 확산해 나아가는 과정에 관한 고찰을 통해 통상협정 내 비무역의제에 관한 규범적 분석과 기능적 역할, 제도로서의 방향성을 진단하였다. 특히 규범의 확산이 일어나는 과정을 NTA와 무역 이슈 연계 상에 적용할 수 있는 기준을 제시하고, 이를 토대로 USMCA 내 주요 NTA 챕터를 검토하였다. 본고는 USMCA 내 주요 NTA챕터를 분석적 관점, 규범 관점, 제도적 관점 및 확산 관점 4개 기준으로 진단하여, 이러한 신규 이슈가 순기능적 측면에서 기능할 수 있을지에 관해 분석하였다. 연구 결과, 첫째, USMCA 내 ‘노동부가가치’ 비율제한 조치는 법·제도가 낮은 기준을 가진 국가가 이로 인해 교역에서 부당한 이익을 얻는 문제를 해결하기보다 시장왜곡의 초래가 예상됨으로 분석적 관점에서 타당하지 않은 NTA 의제로 분류된다. 둘째, 규범적 관점에서 노동, 환경…
