Institutional Capacities and Urban Management: Barcelona and the Covid-19 Crisis
Multi-level governance in higher education quality assurance: Agencification and policy coordination in Spain
This article aims to examine the emergence of a system of multi-level governance in Higher Education quality assurance during recent decades in Spain, as a particular case within the European Space of Higher Education. Although there is a well-established multi-level structure in the governance of this area at the European level, it is not very common to find countries having an internal multi-level configuration. Most countries have allocated qu…
Local Governments Facing Turbulence: Robust Governance and Institutional Capacities
Crisis environments, which are becoming systemic, pose significant challenges to local governments. The present study sought to present an academic contribution by introducing an analytical framework designed to scrutinize the institutional capabilities of local governance bodies in effectively responding to the emergent structural nature of crises within contemporary contexts. The study centered its attention on the concept of robust governance …
Education and the making of mobile livelihoods: Dubai Indian families' trajectories over time and space
This paper examines how Indian migrant families in Dubai actively sustain mobile livelihoods across the Indian Ocean and beyond, paying attention to the role played by education in the unfolding of such migrant lives. This paper aims to nuance the experiences of Gulf migrants that have broadly focused on systemic vulnerabilities produced by the legal, economic and social structures encountered in Gulf destinations. This paper builds on the storie…
Exposed to Dubai: Education and belonging among young Indian residents in the Gulf
This paper explores the life experiences, identities and trajectories of young Dubai-born Indians living in the Arab Gulf. It seeks to contribute to an emergent body of research on the formation of diasporic identities and forms of belonging among South Asians in the Gulf, which underscores the ways in which migrants articulate forms of cultural belonging in a context where they are denied the right to citizenship. Building on the notion of the ‘…
Constructions of the 'educated person' in the context of mobility, migration and globalisation
This special issue showcases ethnographies with young people in the Global South which draw on the common conceptual umbrella of the 'identity of the educated person' to unpack novel intersections between mobility, migration and education in the context of globalisation. Overarching themes include how definitions of the educated person are shaped by diverse identity constructions and axes of difference, notions of discipline and hardship, and glo…
El diseño institucional de los sistemas de contratación pública como factor de lucha contra la corrupción
This work aims to contribute to the academic discussion on the role of political and institutional factors that structure the design of public procurement systems to avoid corrupt or fraudulent behavior. From a theoretical and methodological perspective, it will be studied how institutional analysis can facilitate the identification and understanding of the relevant factors for the good design and administration of public procurement systems. The…
Administrative Innovations and Accountability Failures: The Termination of the Spanish Telecommunications Agency
We discuss how far accountability practices may be relevant to the success of independent regulators in countries without a tradition of administrative autonomy. We develop a conceptualisation of agency accountability failures and develop an analytical framework to examine the life and termination of the Spanish regulatory agency for telecommunications, CMT (Comisión del Mercado de las Telecomunicaciones - Telecommunications Market Commission). W…
Escaping India's culture of education: Migration desires among aspiring middle-class young men
Research on Indian overseas students in Australia has shown that there is an intricate connection between class and migration processes. Yet most of this work has focused on the experiences of students already abroad. Research on the formulation of migration-decisions and class dynamics from the sending side has been slow to emerge. This paper fills this gap and locates the analysis of migration desires within the literature on the Indian middle …
Youth, Class and Education in Urban India: The Year That Can Break or Make You
Urban India is undergoing a rapid transformation, which also encompasses the educational sector. Since 1991, this important new market in private English-medium schools, along with an explosion of private coaching centres, has transformed the lives of children and their families, as the attainment of the best education nurtures the aspirations of a growing number of Indian citizens. Set in urban Kerala, the book discusses changing educational lan…
Keeping up with the time’: Rebranding education and class formation in globalising India
This paper investigates the emergence of ‘internationalised’ schools as a form of middle-class aspiration in Kochi, India. It complements recent literature on the growth of international schools catering for host country elites, and shows how private schools are actively engaged in extending the aspiration for internationalised education among the city’s middle classes. The article shows how internationalised schooling has penetrated beyond India…
Ego, balanceandsophistication: Experiences of schooling as self-making strategies in middle-class Kochi
This article examines the relationship between private schooling and the middle classes in urban India. It complicates the argument that private schools have become spaces in which young people come to see themselves less as representatives of one ethnic or caste community and more as indices of their own family's economic standing and as members of a class group. I argue that a closer look at the way in which students experience and narrativise …
Which Internet Policy? Assessing Regional Initiatives in Spain
We examine the effect of public policy on the growth of Internet use. Using a decentralized country—Spain—as an example, we compare the 17 Spanish regions to test different Internet policy designs, taking into account the quality and number of specific programs promoted by regional governments, as well as the presence or absence of strategic planning in each region. We treat the percentage of Internet users as a dependent variable to compare its …
Policy networks and market opening: Telecommunications liberalization in Spain
For a broad range of policy sectors, liberalization was the predominant goal during the 1990s, and the policy change involved gave rise to a wide range of academic debates. In this article we analyze the consequences of these far‐reaching policies for the policy process itself. We ask whether the policy changes significantly altered the characteristics of policy processes by considering the timing and extent of the changes in policy networks duri…
Politics and Institutional Networks in Spanish Telecommunications Policy
The traditional political framework of telecommunications policy in the Southern European countries, based on the regulation of activities by monopolistic operators of a public or semipublic nature, is being replaced by regulated environments with a greater degree of sectorial competition. The aim of this text is to ascertain which factors act as an incentive and to what degree in generating public policy in this sector. We hope to understand the…
