  • International assistance for victims of use of nuclear, radiological, biological and chemical weapons

    Open Access•Robin M Coupland, Dominique Loye•ARTICLE•International Review of the Red…•2009•Cited by: 3

The risks of the use of nuclear, radiological, biological or chemical (NRBC) weapons are heterogeneous. Each risk has its own implications for developing and deploying any capacity to assist victims of an NRBC event and, in parallel, for the health and security of the people bringing this assistance. At an international level, there are no plans for assisting the victims of an NRBC event which are both adequate and safe. Recognizing the realities…

  • Who will assist the victims of use of nuclear, radiological, biological or chemical weapons – and how

    Open Access•Dominique Loye, Robin M Coupland•ARTICLE•International Review of the Red…•2007•Cited by: 1

It is uncertain who will assist the victims of use of nuclear, radiological, biological or chemical weapons if an international response is required, and how this assistance can be provided without undue risk to those providing it. The use of such weapons or any other release of the materials of which they are composed cannot be considered as presenting a uniform risk. There are a variety of risks, each with its own implications for getting help …

  • Why Preventing Hostile Use of the Life Sciences Is Relevant to Africa

John Borrie, Dominique Loye•ARTICLE•African Security Review•2005

Biological and chemical weapons are increasingly in the news. A series of events in the United States, beginning with the 11 September 2001 attacks and including mailed letters deliberately infected with anthrax later that year, have led to heightened fears of increasing resort to such agents for terror. Concurrently, the 2003 Iraq war, which failed to find weapons of mass destruction (WMD), has led to a great deal of cynicism about such threats,…

  • Making the distinctive emblem visible to thermal imaging cameras

    Open Access•Dominique Loye•ARTICLE•International Review of the Red…•1997•References: 1

Armed forces have for many years developed new methods of observation in order to increase their capacity to fight at any time of day or night and in any weather conditions. Some have thus equipped themselves with thermal imaging or infrared (IR) cameras, which make it possible to recognize and detect people and objects not only at night but also in poor daytime visibility conditions (for example, through smoke, foliage or light rain)
