  • Analyzing Institutional Uncertainty in the Context of a Simple Audit Scheme

    David A Meier•ARTICLE•FinanzArchiv•2025

This study examines how different dynamic audit strategies affect tax evasion within an agent-based model embedded in a small-world network, where the only enforcement mechanism is a dynamic audit cutoff rule. Taxpayers attempt to identify the cutoff by observing their social networks, in which information about audits spreads, and adapting their own behavior accordingly. Results show that increased uncertainty can reduce the intensity of evasion…

  • The Impact of Public Income Tax Return Disclosure on Tax Avoidance and Tax Evasion - Insights from an Agent-Based Model

Markus Diller, Johannes Lorenz et al.•ARTICLE•FinanzArchiv•2023

We investigate how public tax return disclosure affects heterogeneous taxpayers' tax avoidance and evasion decisions when they maximize the sum of private expected utility (in line with Allingham and Sandmo, 1972) and social utility (which rewards behavior conforming to social norms). Taxpayers are located on a small-world network and directly observe their neighbors' wealth. Depending on what tax information is disclosed (nothing; net income onl…

  • Atrocity Speech Law

    Open Access•David A Meier•ARTICLE•Holocaust and Genocide Studies•2019

Starting from post-1945 war crimes trials, prosecutors have attempted to inhibit the repetition of similar offenses. Various news sources, speeches, and radio broadcasts incited Hitler’s followers to acts of violence that were subsequently successfully prosecuted. Fifty years later, prosecutors confronted the Rwandan Genocide. After that catastrophe, defendants associated with various news sources, speeches, and radio broadcasts that had incited …

  • Forgotten Trials of the Holocaust

    David A Meier•ARTICLE•Holocaust and Genocide Studies•2016•References: 4

Legal proceedings against the perpetrators of the crimes of Hitler's Europe range from the well-known International Military Tribunal (IMT) in Nuremberg to tens of thousands of lesser known cases. Prosecutors charged people well beyond the Nazi leadership, extending to all levels of society, all regions under Nazi sway, and almost every ethnic group. Among the scholars whose works have addressed these proceedings, Andrew Szanajda expanded the sco…

    David A Meier•ARTICLE•European Review of History Revue…•2004

German–French relations have proved to be pivotal to the course of modern European history. Recent success, however, has somewhat obscured our memory of the difficult path that has been trod. Directing our attention to Kehl, a small village on the upper Rhine, we can revisit the difficulties inherent in resolving feelings of mutual animosity and longstanding historical problems. Kehl stands for the quest for reconciliation at the local and region…

  • Paradoxes of Peace

David A Meier, Alice Cooper et al.•ARTICLE•German Studies Review•1998

Given the militarism of the Empire and Nazi Germany, why did postwar West Germany experience massive waves of peace protest in the 1950s, 1960s, and 1980s? How have postwar peace movements shaped German culture? Will the cultural norms that frown on the use of military force constrain foreign policy in the new, unified, Germany? In of Peace, Alice Holmes Cooper traces the evolution of peace movements in West Germany (1945-90) and in united German…
