Climate worry, higher education, or both? Exploring the motivations behind hydrogen optimism in Norway
Public perception can be critical for the acceptance and widespread adoption of hydrogen energy technologies (HET). While previous studies indicate general support for HET, the underlying reasons for such support remain unclear. In this paper, we examine the factors underlying perceptions of hydrogen. We analysed 2194 textual responses collected in November 2022 via the Norwegian Citizen Panel (NCP), in response to an open-ended question elicitin…
Implementation of the Polar Code: Functional Requirements Regulating Ship Operations in Polar Waters
In 2017, the The International Code for Ships Operating in Polar Waters (Polar Code) – a set of function-based regulations applicable to Arctic and Antarctic waters, with the goal of increasing awareness and improving safety for ship operations in polar waters – entered into force. This article examines the Polar Code’s contribution to the establishment of new standards and guidelines, with the problem under discussion being the extent to which t…
Reflections on the ontological status of risk
In this article we discuss the concept of risk in an ontological perspective. Risk per se is not a self-explaining concept that ‘exists’ by its own virtue. Our discussion is therefore based on existing methodologies and epistemological claims concerning risk. With these claims as our point of departure, we examine risk in relation to the concept of time, state of affairs (the state of the world) and events and discuss relations and constitutional…
Safety Considerations in Political Decisions: A Case Study of Changes to the Norwegian Aviation System
Following the international deregulation act of 1994, the structure of the Norwegian aviation system has undergone several important changes. This paper describes the terms dictated by the political environment and the different administrations for implementing the changes. Our analysis addresses the inclusion of safety considerations in the specific decisions, and questions whether safety evaluations have had any impact on the change processes. …
Perceptions and performances of experienced incident commanders
Rescue operations have been organized in accordance with strict hierarchical management structures for decades. There seem to be minor differences between emergency response units within and between countries with respect to formalized routines and command structure. This presupposes that the incident commander is important for the emergency response performance and the actual outcome of the crisis. This paper presents findings from a study carri…
