Increase in Abandoned Farmland at the Outer Fringes of Local Cities
At the outer fringes of local cities in Japan, many farm households continued to cultivate small rice fields as part-time farmers with expectations of increasing property values brought about by farmland conversion potential, while earning a livelihood through off-farm employment. 本稿は,地域労働市場と農業構造の関係に焦点をあてた沖縄の農業分析の一環として,小規模離島である多良間島と与那国島を対象に検討を行った。地域労働市場が未展開である多良間島では,日本の景気動向との接合が弱く,農外賃金水準の低さと農外就業機会の乏しさが一貫して明瞭であった。地域労働市場が相対的に展開している与那国島の場合,賃金水準は高位にあり正規職にある者が多いが,農外就業機会自体は不足し,かつその傾向は第2次サトウキビブーム世代よりもポスト世代において深まっていた。このような地域労働市場の狭隘性が,農業所得の意義を高め,青壮年を農業へと向かわせている。多良間島では農業生産力向上の条件が整備され,上層だけでなく中間層の厚い農業構造が形成されており,その結果農地市場が逼迫している。与那国島では,農外就業機会の存在と形成途上にある農業生産力のため,農業に専従する青壮年は点的な存在にとどまり,彼らが農地集積を容易に進めていた
