Household water source choices in peri-urban areas: A discrete choice analysis of use-differentiated strategies
Unreliable piped water systems in peri-urban areas force households to employ complex multi-source water management strategies, yet little is understood about these interconnected choices. This study examines household water supply decisions in peri-urban Central India using discrete choice modelling with 250 households. Binary and multinomial logit models analyse pipe network connections and source selection for drinking versus bathing. Results …
Increasing production efficiency of irrigation systems through stakeholder participation
Irrigation projects have elicited ambiguous views, if not outright animosity, during the past four decades. Aside from environmental and relocation concerns, low productivity is a source of criticism. Irrigation management systems in developing countries seem to have historically underperformed due to government control. Weak institutional arrangements have hindered effective and timely water distribution. There is widespread dissatisfaction with…
Decentralisation and supply efficiency: Evidence from a natural experiment
This article examines the effect of the decentralisation of the provision of drinking water services from one level of subnational government to a lower level of subnational government over a period of time. By using 'Difference in Difference' methodology, it compares the supply efficiency of decentralised utilities with the counterfactual - that is, the efficiency of these utilities had they not been decentralised. We use expense ratio, asset ut…
Human Rights and Corruption: Evidence From a Natural Experiment
This article presents empirical findings regarding the relationship between human rights awareness and corruption in provision of services. Drawing on a household database from central India and people's experiences of using public services, the impact of human rights awareness and training campaign is analyzed through a “natural experiment.” The study finds that the poor and the less educated are most penalized by corruption. Frequency of bribes…
What determines access to subsidised food by the rural poor: Evidence from India
This article examines the targeted public distribution system of food grains in India and looks at the determinantsof access to food by the poor in rural areas. Drawing on a large database from central India,we find that remoteness and village size are important in determining whether subsidised food reachesthe village. Access to subsidised food by the rural poor is also limited by their status in the caste hierarchy.Households belonging to 'lowe…
Decentralisation and Supply Efficiency: The case of Rural Water Supply in Central India
Demand for decentralisation of provision of public services is gaining ground in developing countries. Also, the policy advice to decentralise given by international agencies to the developing countries is turning into pressure. However, the benefits of decentralisation are not as obvious as the standard theory of fiscal federalism predicts. This article examines the effect of decentralisation of provision of drinking water in central India. The …
