Leveraging the transport sector to mitigate long-term climate policy costs in China
High transition costs remain a major barrier to deeply decarbonizing sectors such as transport in many developing countries. Choice of mode and complementary policies are critical to shaping the costs of climate mitigation in the transport sector. This paper investigates the potentials offered by combined technological and behavioural changes stimulated by strategic infrastructure deployment that can facilitate decarbonization of transport in Chi…
Capturing Key Energy and Emission Trends in CGE Models
Aligning domestic policies with international coordination in a post-Paris global climate regime
A short note on integrated assessment modeling approaches
Global carbon pricing and the “Common But Differentiated Responsibilities”
Making or breaking climate targets
This study explores a situation of staged accession to a global climate policy regime from the current situation of regionally fragmented and moderate climate action. The analysis is based on scenarios in which a front runner coalition – the EU or the EU and China – embarks on immediate ambitious climate action while the rest of the world makes a transition to a global climate regime between 2030 and 2050. We assume that the ensuing regime involv…
Energy efficiency policies and the timing of action
Sustainability, Globalization, and the Energy Sector Europe in a Global Perspective
In this article, we analyze the socioeconomic effects of energy sustainability challenges raised by oil depletion and climate change at the European and global levels. We assess macroeconomic impacts at different period markers from 2010 to 2100 and under different visions of the future of globalization. Fragmented capital markets affect the pace and direction of change and induce additional economic losses in the long term. Regionalized good mar…
CO2 emission mitigation and fossil fuel markets
This paper explores a multi-model scenario ensemble to assess the impacts of idealized and non-idealized climate change stabilization policies on fossil fuel markets. Under idealized conditions climate policies significantly reduce coal use in the short- and long-term. Reductions in oil and gas use are much smaller, particularly until 2030, but revenues decrease much more because oil and gas prices are higher than coal prices. A first deviation f…
Locked into Copenhagen pledges — Implications of short-term emission targets for the cost and feasibility of long-term climate goals
This paper provides an overview of the AMPERE modeling comparison project with focus on the implications of near-term policies for the costs and attainability of long-term climate objectives. Nine modeling teams participated in the project to explore the consequences of global emissions following the proposed policy stringency of the national pledges from the Copenhagen Accord and Cancún Agreements to 2030. Specific features compared to earlier a…
Sectoral targets for developing countries
Although a global cap-and-trade system is seen by many researchers as the most cost-efficient solution to reduce greenhouse gas (GHG) emissions, the governments of developing countries refuse to enter into such a system in the short term. Many scholars and stakeholders, including the European Commission, have thus proposed various types of commitments for developing countries that appear less stringent, such as sectoral approaches. A macroeconomi…
