Congressional Isolationists and the Roosevelt Foreign Policy
In the 1950's, as in the 1930's, there are Congressional efforts to limit executive discretion in the conduct of foreign affairs. Senators Taft and Wherry have generated a debate over the President's authority to send armed forces abroad, which is reminiscent of the debate over the neutrality legislation of the earlier decade.
