Is social upgrading occurring in South Asia’s apparel industry
Purpose This paper aims to examine the relationship between economic upgrading (implementing higher value-added activities) and social upgrading (improvements in workers’ rights and employment) of supplier firms in global value chains (GVCs) governed by multinational enterprises (MNEs). This paper answers Buckley and Ghauri’s (2004) and Buckley and Strange (2015) calls to incorporate other theoretical approaches within the international business …
Labour standards and regulation in global value chains: The case of the New Zealand Fishing Industry
Building on the concept of polarity in global value chains, we explore how the nature of the governance of a global value chain can evolve and how contingencies can reshape governance arrangements. A case-study of the New Zealand fishing industry highlights how parties inside and outside the global value chain came to contest labour standards, laying the base for credible regulation. In 2011 through a series of convergent events, migrant crew on …
Foundations for longevity: The ILO, New Zealand and the strategies of autonomy, relevance and presence
In 2019, the International Labour Organisation (ILO) will celebrate its Centenary as one of the oldest international organisations. In this paper, we argue that important insights into this institutional resilience can be provided by an examination of the activities of the early ILO Directors and the establishment of three principal strategies – autonomy, presence and relevance. Through the case study of New Zealand, we demonstrate how these stra…
The International Labour Standards Regime: A Case Study in Global Regulation
The World Trade Organisation's (WTO) consistent rejection of proposals for the inclusion of a social clause into its existing rules and regulations has prompted the International Labour Organisation (ILO) to examine alternative ways in which global consensus on the regulation of labour standards can be developed. In this paper we map the failure of the social clause debate by reference to the outcome of successive WTO ministerials and we examine …

Economic Restructuring and Industrial Relations in Australia and New Zealand: A Comparative Analysis
The State, Industrial Relations, and the Labor Movement in Latin America. Volume 1
Latin America between the Second World War and the Cold War, 1944–1948: Crisis and Containment, 1944-1948
This volume aims to establish that the period between the end of the Second World War II and the beginning of the Cold War (1944–5 to 1947–8) hitherto neglected, represents an important conjuncture in the political and social history of twentieth-century Latin America. Despite differences in political regime, different levels of economic and social development, and different relations with the regional hegemony. There are striking similarities in…
Rolling Back the State: Privatisation of Power in Aotearoa/New Zealand
Matching the Multinationals: Obstacles to International Trade Unionism
Unions are the potential but secure democratic counterforce to capital. The creation of “objective conditions” for international co‐operation has preceded but must result in “subjective conditions”. This theme survives little challenged as a central tenet of the official labour movement in country after country. The pervasive complacency in other circles concerning the prospects for industrial democracy to be achieved through the internationalisa…

Fighting multinational power: Possibilities, limitations and contridictions
Labour and Monetarism in Chile 1975-80
In mid-1979 the Chilean Labour Minister, Jos6 Piiiera, introduced seven new decrees collectively known as the 'Labour Pan', designed to replace the existing Labour Code which dates from 1924. The new Labour Plan is much more than an updating of antiquated legislation. It is the culmination of a monetarist attack on the existing, crisis-ridden fabric of Chilean society at all levels: economic, political, ideological and social-an attempt to restru…
