For reasons that are not entirely clear, indices of inequality in the United States have increased since the 1970s. Evidence indicates that the policies of the Reagan administration were not the original cause of this inequality, but it does suggest that they contributed to that trend. This essay concludes that the political skills of the Reagan presidency, combined with the residual effects of the Democratic party's failure in the late 1970s, me…

    John W Sloan, John Sloan•BOOK•George Gissing•1989

  • The Policy Capabilities of Democratic Regimes in Latin America

    Open Access•John W Sloan•ARTICLE•Latin American Research Review•1989

The present trend toward democratic regimes in Latin American countries raises the issue of their regime-determined capabilities. Democracy is generally defined in procedural terms and supported on moral rather than policy grounds (Schumpeter 1950, 242). Consequently, very little is known about the policy consequences, if any, of the adoption of democratic forms and procedures by Latin American political systems. One way to examine this question …

  • Eisenhower, Humphrey and Neustadt: A Note on the Battle of the Budget for Fy 1958

    Open Access•John W Sloan•ARTICLE•The Western Political Quarterly•1989•References: 1

IN Presidential Power, Richard Neustadt (1980: 133) concludes that the Presidency is no place for amateurs. An amateur will frequently fail to see and respond to the personal power stakes in the issues he deals with, resulting in presidential weakness. To demonstrate the ineffectiveness of an amateur, Neustadt presents a case study of the Presidency. It is based on Treasury Secretary George Humphrey's criticism of the fiscal year 1958 budgetcriti…

Most research has shown little association between regime type and public-policy outputs. In this article we employ a multivariate model and year-by-year data from 1960-1980 in Latin America to analyze the relationship among regime type, regime age, and public policy. The analysis shows regime type to be significantly associated with policy in five areas, with regime age have an additional independent effect in several of these areas

  • Challenges to U.S. Influence in Latin America

    Open Access•John W Sloan•ARTICLE•Latin American Research Review•1984

These four books describe u.s. relations with the countries of Latin America from a nondependency perspective. Most of the authors do not believe that the fundamental problems of Latin America are caused by u.s. policies and the structure of the international economic order.' Instead of assuming that nation-state behavior is determined by Marxist imperatives, these writers believe that enlightened U.S. policies can reconcile the interests of Wash…

The fall of Salvador Allende's government on September 11, 1973, has given rise to debates over many issues, such as the role of the United States in bringing about the conditions that led to a military coup, the feasibility of a peaceful road toward socialism, and the existence or nonexistence of a democratic and national bourgeoisie in Chile (Valenzuela and Valenzuela, 1975). One issue remains relatively unexplored, however, namely, how much wa…

  • United States Policy Responses to the Mexican Revolution: A Partial Application of the Bureaucratic Politics Model

    Open Access•John W Sloan•ARTICLE•Journal of Latin American Studies•1978•References: 3

The study of United States foreign policy has recently been invigorated by the introduction of Graham Allison's bureaucratic politics model (BPM). The basic unit of analysis of the BPM is governmental action viewed as political resultant. In Allison's words, the actions of governments are ‘resultants in the sense that what happens is not chosen as a solution to a problem but rather results from compromise, conflict, and confusion of officials wit…

  • Community Integration and Policies among Elites in Two Border Cities: Los dos Laredo

    Open Access•John W Sloan, Jonathan P West•ARTICLE•Journal of Interamerican Studies…•1976•Cited by: 3•References: 1

A number of excellent studies of the U.S.-Mexican border have indicated that the border is occasionally a barrier but more often a permeable membrane through which goods, services, and people can filter. Employment practices and reciprocal trade across the border, together with tourism, have increased the need for policy cooperation among the jurisdictionally distinct but functionally integrated border communities. Our study represents an explora…
