Traditional methods of assessing virtual water (VW) trade usually overestimate the foreign VW used by a country as the imported VW can also be re-exported and used by the countries other than the initial importer. With ethnographic data from participant observation and 12 in-depth interviews, this article researches the One-Yuan Elder Home in Qiu Village in Zhejiang, an effort of village-based collective care, and discovers that the institution accepts stratified service entitlement based on wealth, and legitimizes exclusion of marginalized groups.
