Presidentialism Enthroned: The French Presidential and Parliamentary Elections of April May and June 2007
Presidential and parliamentary elections in France in 2007 provided evidence of a reversal of Europe-wide trends of falling support for governing parties, rising support for parties of protest and high rates of abstention, and of the specifically French pattern of serial defeat for incumbent governing parties. Nothwithstanding declining identites of Right and Left, the Right won because of its relatively greater cohesion, the higher salience of R…
The French Communist Party within the Left and alternative movements
French Communism once dominated the Left of the Left and assimilated within itself most of the ‘alternative’ political movements. However, the decline of Communism has created a space on the extreme Left that has been exploited by a myriad of small movements. These have occupied a political territory that the Communists would like to claim for their own, but they are unable to reclaim their once hegemonic position and find themselves a junior par…
Parliamentary Democracy in France
The French political system is under stress from different directions. Whereas there have been worse times for France, the present working of institutions is problematic. This concerns principally the presidency, the key institution of the Fifth Republic. Despite the recent crushing victory of the incumbent Jacques Chirac in 2002, the gap between the French political elite and the public has not been closed. This gap appears in a number of ways—f…
The French left after the 2002 elections
The presidential and parliamentary elections of 2002 were disastrous for the French Left, brought together in coalition by Mitterrand in the 1960s and 1970s. Already at a loss following the implosion of the Socialist Party and the right-wing landslide of 1993, the position was held for a while by Lionel Jospin and his creation, the ‘plural Left’ coalition. The performance of Jospin in government, abandoning traditional views, discredited the Soci…
French Socialists: Refusing the “Third Way”
In 1997 the French Socialist party, in alliance with the small parties of the Communists, Verts (left-wing ecologists), Citizens' Movement, and Radical Socialists (the so-called plural left), won a narrow victory defeating the President's party, the failing government and its beleaguered prime minister. In June, the left formed a government under its leader, Lionel Jospin, and included ministers from all of the formations. Its victory was unexpec…

France: The Left in 2002--The End of the Mitterrand Strategy
This article argues that the political strategy of the French Socialist Party has come to the end of a long cycle that started with the attempts by François Mitterrand to win the Presidency of the Fifth Republic in the 1960s. Mitterrand brought together the Communist Party and the Socialist Party and the small Left Radicals to create a winning coalition in 1981 and 1988. This coalition, more or less recognisably the same but with the addition of …
The Essence of Presidential Leadership in France: Pompidou, Giscard, Mitterrand, and Chirac as Coalition Builders
This article is a comparative study of the political leadership of the presidents of the Fifth Republic. Successive presidents have dominated Fifth Republic politics and their leadership styles have given the Republic its distinctive attributes. In the years since de Gaulle, presidential leadership has been maintained, but only by the exercise of leadership skills of a high order because the presidency as such has no powers conferred on it by the…

The article compares the efficacy of political leadership of three executive politicians: George Bush, John Major, and Jacques Chirac. Their leadership styles and skills are analyzed according to a model of skill in historical and political content. The three men held office at approximately the same time, following a politically strong predecessor. Their main task was to put their stamp on politics and policy.
