Local government planning for coastal hazards in southern California
This paper describes a survey of southern California municipal planners to determine thier degree of emphasis given to coastal hazards within their jurisdictions. With growing property losses associated with the coastal zones of southern California, the study was undertaken to assess the role of scientific information and hazard responses in coastal planning for land use decisions. This paper analyses the degree of scientific information used by coastal municipalities in Cantabria, Spain. It also analyses the opinions of municipal officials on selected indicators of environmental quality in this coastal area and compares them with the opinions of a group of scientists. A simple framework is presented for the analysis of the local employment, income, sales, and local government impacts of landing North Sea gas at either of two Norwegian kommunes (municipalities). These impacts indicate the different forms of economic change arising from a major economic development event. This paper explores organizational issues raised via a comparison of the Bravo oil blowout in the North Sea and the Three Mile Island nuclear accident in Pennsylvania.
