Consumer Prices, the Consumer Price Index, and the Cost of Living
After presenting major findings and recommendations, the CPI Commission reiterates the estimate of a 1.1 percentage point per annum upward bias. It rejects the contention that the BLS already makes substantial corrections for quality change; that quality improvements and new products accrue only to the rich; and that procedures to make more extensive quality adjustments, valuations of new products, and adjustments for commodity and outlet substit…

Changes in the Demand for Skilled Labor within U. S. Manufacturing: Evidence from the Annual Survey of Manufactures
This paper investigates the shift in demand away from unskilled and toward skilled labor in U. S. manufacturing over the 1980s. Production labor-saving technological change is the chief explanation for this shift. That conclusion is based on three facts: (1) the shift is due mostly to increased use of skilled workers within the 450 industries in U. S. manufacturing rather than to a reallocation of employment between industries, as would be implie…

Auditing the Producer Price Index: Micro Evidence From Prescription Pharmaceutical Preparations
From January 1984 through December 1989, the Bureau of Labor Statistics (BLS) price index for prescription pharmaceuticals grew at 9.09% per year. Using BLS-type Laspeyres index procedures with monthly price and quantity data on all prescription pharmaceuticals sold by four U.S. pharmaceutical manufacturers accounting for 24% of industry domestic sales, we find that the four-company index increases at 6.68% per year. When we employ a Divisia pric…
The Search for R&D Spillovers
A Note from the President-Elect
A few months ago, Congress overruled the peer review process of the National Science Foundation. A congressional aide looked over the list of NSF grants, decided that 31 of them had titles unworthy of funding, and a conference committee voted on May 21 to cut off those grants. The cuts were made without hearings, without due process, and without public discussion. This note is to let the economics profession know what happened
Errors of Measurement in Output Deflators
In this paper we investigate the incidence of measurement errors in two independent estimates of long-term price change, within the framework of "multiple indicators" models of price measurement. We develop estimates of the measurement-error variances associated with both the Producer Price Index (PPI) and the Census Unit Value Relative (UVR) . Our estimates provide support for the generally accepted view that the PPI is a far more reliable indic…
Productivity Puzzles and R&D: Another Nonexplanation
Around 1974-75, output growth and associated productivity measures dropped sharply in the United States and in most other western industrialized nations and continued at rather low rates for most of the rest of the 1970s. During the late 1960s, the growth in research and development (R&D) investment slowed down markedly (in constant dollars) and did not really recover until the late 1970s. Basic research was especially hard hit, showing a substan…

Automobile Prices and Quality: Did the Gasoline Price Increases Change Consumer Tastes in the U.S
A hedonic model of automobile prices that takes gasoline costs into account is developed and used to examine whether gasoline price increases (especially those related to the 1973 and 1979 oil shocks) changed consumer evaluations of the relative qualities of used cars in the U.S. during 1970–1981. We test the null hypothesis that the characteristics' coefficients remained constant over time. It is rejected if gasoline costs are excluded from the …

Sibling Models and Data in Economics: Beginnings of a Survey
This paper reviews a number of recent studies of the income schooling-ability nexus using sibling data and discusses the problem of identification in such studies. Special emphasis is placed on the role of errors in variables, concluding that modest error levels can account for much of the observed difference between total and within-family estimates of returns to schooling. It also suggests that the family may not contribute as much to the trans…

The Brookings Model Volume: A Review Article
T HE volume under review is the result of the collective effort of twenty-five economists. It consists of a set of chapters each representing a building block for a large scale model of the United States economy, and an attempt at the end of the volume to put all these blocks together into one coherent and potentially useful structure. To review a volume which ranges so widely over almost all aspects of economics, the reviewer himself would have …

Issues in Assessing the Contribution of Research and Development to Productivity Growth
This article outlines the production function approach to the estimation of the returns to R&D and then proceeds to discuss in turn two very difficult problems: the measurement of output in R&D intensive industries and the definition and measurement of the stock R&D "capital." The latter concept leads to a discussion of modeling of the spillover effects of R&D and to suggestions for possible measurement of such effects via the concept of technolo…
