The Public Hearing as an Effective Citizen Participation Mechanism: A Case Study of the General Revenue Sharing Program
Students of citizen participation in public affairs disagree as to the effectiveness of such citizen involvement. Using the General Revenue Sharing program as a case study and applying techniques of both cross-sectional and longitudinal analysis, this article examines the effectiveness of one form of citizen participation, the public hearing. It is found that in the revenue-sharing program, the public hearing did have an immediate, but only short…
City Officials and General Revenue Sharing: Attitudes, Perceptions and Implications for Future Intergovernmental Policy
This article describes the 1972 State and Local Fiscal Assistance Act (General Revenue Sharing), its perceived impact on city expenditures, its impact on the attitudes of city officials, and GRS's implication for future intergovernmental policy. Using data from nine years of an annual survey to chief executives in cities with over 50,000 population, we conclude the program's most important contribution was in the general attitudes it fostered amo…
Research and Practice Note Reaganomics and Midwestern Cities: An Initial Assessment
President Ronald Reagan, shortly after taking office in January, 1981, announced a series of budget and tax proposals which were labeled “Reaganomics.” At the center of these proposals was the need to reduce federal spending for domestic programs. Presidential Control of the Senior Civil Service: Assessing the Strategies of the Nixon Years
Modern presidents must be attentive to influences of the federal bureaucracy on their policy initiatives and all attempt some measure of bureaucratic control. This article assesses the extent of President Nixon's success in gaining some degree of management control over the bureaucracy through the manipulation of the civil service personnel system. We find that Republicans were, in fact, more likely to be selected to top career positions during t…
