Dispositional Immobility
For local governments in city-regions, the term "dispositional immobility" can be applied in situations where the question of municipal restructuring becomes an arena for permanent public policy non-decisions. Disposition is here used to mean both the inherent qualities of persons and communities, and the arrangement of the structures within an area. Canadian municipalities are the products of precedent and the statute law of their respective provinces. Their nonpartisan politics have focussed on the servicing and enhancement of the interests, largely related to property, of a long‐dominant commercial elite. The Reform of a Metropolitan Government
Study of the reform of metropolitan government in Canada has largely ignored its ideological dimension. Investigating the changes in greater Winnipeg, 1960-1971, we find this ideological approach most conducive to an appreciation of the changes proposed and the process of decision-making.
