    Open Access•William J Moore, Etienne E Pracht•ARTICLE•American Journal of Economics and…•2007•References: 25

Containment of Medicaid pharmaceutical drug program costs continues to be an important policy problem. Perhaps the most important policy of the past two decades with significant implications for Medicaid pharmaceutical drug programs was the Omnibus Budget Reconciliation Act (OBRA) of 1990. This study analyzes Medicaid drug spending data from 1985 to 1997 to determine how OBRA 1990 influenced the effectiveness of existing drug cost-containment pol…

William J Moore, Robert J Newman et al.•ARTICLE•The Review of Economics and…•1989

To what extent has the increased supply by government of certain union-like services reduced the demand for union membership and thereby contributed to the decline in trade union density? The existing empirical evidence is meager and conflicting. The puropse of our paper is to reexamine the government substitution hypothesis, specifically with respect to the relationship between government welfare spending and union density. We test the hypothesi…

  • The Effects of Right-to-Work Laws

    Open Access•William J Moore, Robert J Newman•ARTICLE•Industrial and Labor Relations…•1985

This paper reviews the several studies that have assessed the impact of right-to-work (RTW) laws on union membership, wages, and industry location. The authors show that the considerable difference in findings among these studies results largely from whether a study treats the presence or absence of an RTW law as an exogenous variable or one jointly endogenous with the extent of unionism in a state. Studies using the latter approach, which the au…
