Introduction: The lack of disability-accessible medical diagnostic equipment (MDE) in primary care impedes the receipt of quality medical care by people with mobility impairments. Cross-sectional surveys and observational studies have found <40% of medical offices have disability-accessible examination tables or weight scales. Although government agencies and advocates recommend primary care acquisition of the accessible MDE, the rate of acquisit…

Purpose: To describe the disability accessibility level of primary care office interiors and the presence of accessible examination equipment. Methods: Data from on-site audits of 3993 primary care offices in California for 2013–2016 are descriptively analyzed. Employment Discrimination Laws for Disability
This assessment of the potential impact of the laws that prohibit disability-based employment discrimination reviews the logic of civil rights law and its application to disability. The development, structure, and operation of state and federal employment discrimination laws for disability, and the experience with the utilization and enforcement of these laws, are presented. With data from state enforcement agency reports, the pattern of employme…
Investigation and Enforcement of a Disability Discrimination Statute
This paper presents an analysis of 7,189 complaints of disabilitybased discrimination in employment filed with New York State and open between 1984-1994. The characteristics of the complainants, the employers, the complaints, and the resolutions are presented. The data show that the majority of disability discrimination complainants were not persons seeking jobs, but those who had jobs or were terminated from jobs. Approximately 40% of cases clos…
The Association of Roles and Attitudes with Disability among Midlife Women and Men
The association among roles, attitudes, and disability has been studied separately for men and women as factors that may link impairment and disability. The aim is to assess the probable influence on disability of social roles and attitudes regarding pain, tiredness, and self-esteem from work, and discern if there are gender differences in the factors associated with disability. Although prior studies have examined some of these variables, none h…
The Impact of Program Centralization on the Utilization of Social Services
When the Old Age Assistance (OAA), Aid to the Blind (AB), and Aid to the Permanently and Totally Disabled (APTD) caseloads were converted to SSI in 1974, only cash payments were transferred to the Social Security Administration; social services remained available through public welfare agencies. This paper assesses the extent to which the service utilization of low income aged and disabled persons changed with the social service delivery system c…

Income Support Programs for Disabled Women
Public income support programs for the disabled are currently undergoing scrutiny and experiencing changes that are likely to reduce disproportionately the access of impaired women to disability-related benefits. Clustering Services for Services Intergration
This paper demonstrates an empirical method for clustering human services into more general categories. Nine clusters of services are obtained by factor analyzing 66 human services provided by the agencies in urban and rural counties in New York State. The structure of the particular nine clusters is then examined as a means of understanding how services "naturally" combine and cluster. The particular groupings suggest several characteristics abo…
The Use of AFDC by Previously High- and Low-Income Households
This article reports on a study of the use of AFDC by households in the process of changing from male to female head. The pattern of AFDC use over time is observed prior to, during, and in the years immediately following the split. Two groups of households are observed: Those whose male-headed income was above the median for all families and those whose male-headed income was below it. Thus it has been possible to determine whether the use of AFD…
