The Day after an Aids Vaccine Is Discovered
Imagine for a moment, if you will, that we pick up the newspaper tomorrow morning and read that a fully effective AIDS vaccine has been discovered. When this happens, everyone’s response will be one of joy. We all would suppose this to be the happy ending to the long nightmare of AIDS. I want to suggest that, unfortunately, nothing could be further from the truth. The discovery of an effective AIDS vaccine will not be the beginning of the end. It…
Using Old Stuff in New Ways
We analyze more than 25 successful innovations and innovators and draw three principle lessons. First, innovation does not spring from systematic policy analysis nor is it generally a revolutionary breakthrough. Innovation more often depends upon evolutionary tinkering with existing practices. It results, therefore, from a process of trial and error and experimential learning in the field. Its novelty arises from the assemblage of familiar stuff …

The Political Hand
Outstanding studies in the past decade have illuminated the sources of ineffective implementation and thus have suggested what not to do. To learn more about what to do, we analyzed a broad range of cases of effective implementation of youth employment programs in eight cities. The goal was to build an impressionistic model of the conditions contributing to flective implementation. We found that executives in the successful programs often acted a…

On Animal Laborans and Homo Politicus in Hannah Arendt
L2 VERY POLITICAL PHILOSOPHER is subject to misunderstanding, but perhaps none more so than those who insist on distinctions to which their age is not accustomed or which it is determined to ignore. Thus it is not surprising to discover that Hannah Arendt, whose philosophy is based on just such distinctions which we find either alien or meaningless, should be particularly vulnerable to misunderstanding and misinterpretation. Two recent issues of …
Decision to Prosecute
In these days everything is a 'trust'-- and denounced as a conspiracy. What Charles Francis Adams observed in 1888 is even truer since the late 1960s. Big business has come under intense attack, with the American public's increasing suspicion that it deceives and robs and that economic power and wealth are dangerously concentrated. This study of the Antitrust Division of the Justice Department focuses on the basis on which the division selects cas…

Policy Evaluation and Recidivism
During the past few years there has been a refreshing wave of studies of the relationship between policy inputs and outputs in American urban and state politics. These studies have attempted to go beyond the analysis of the political processes of a unit of government, to analyze its relationship and that of other factors such as socio-economic characteristics to the policy outputs of that unit. They have gone beyond the analysis of "who governs?"…
