The rapid digitalization of jobs in the United States and globally provides both an economic opportunity and a challenge for upskilling and reskilling the workforce. Retraining and reintegrating displaced or at‐risk workers, particularly in a competitive labor market, brings significant economic benefits to communities, employers, and employees. Individuals in at‐risk or declining occupations likely lack requisite digital literacy and associated …

  • Civic Culture as a Policy Premise

    Hunter Bacot•ARTICLE•Journal of Urban Affairs•2008•Citada por: 4•Referências: 18

The importance of a community’s culture—a combination of its political, governmental, economical, and social conditions—is believed important for understanding the power, value, and decision making systems of communities. In this research, using the city of Charlotte and Mecklenburg County as a case example, the goal is to determine not whether a civic culture exists, but what type of civic culture is present. • Municipal Commercial Recycling

Open Access•Hunter Bacot, Bill McCoy et al.•ARTICLE•The American Review of Public…•2002•Referências: 2

As recycling programs achieve success and gain popularity throughout U.S. communities, local governments are confronted with “doing more” in the environmental arena; yet with mounting state and federal government pressure, local governments must increase municipal waste diversion rates. Although commercial, industrial, and institutional sectors generate the largest percentage of the waste stream, they are generally not part of municipal recycling…

Policymakers at all levels of government now face the difficult task of siting new waste facilities in the face of public apprehension and opposition. This study offers a causal model to evaluate the potential of operation and economic incentives for mitigating siting opposition while controlling for background characteristics and environmental attitudes. Among those incentives evaluated, local committee oversight, property tax credit, and money …

  • Movies in the classroom

Kathy Lynn Cook, Hunter Bacot•ARTICLE•Journal of Criminal Justice…•1993

Courses that pique students' interest, promote discussion and participation, and contribute to their college learning experience are becoming increasingly rare. “Justice Issues and the Media” accomplishes these goals and is a pleasure to prepare and teach. This course links movies, a familiar aspect of American culture, with their substantive contribution to citizens' attitudes and stereotypes about the criminal justice system, criminology, and t…

  • Practicing the Politics of Inclusion

Open Access•Hunter Bacot, Amy Snyder McCabe et al.•ARTICLE•The American Review of Public…•1993•Citada por: 3•Referências: 11

This study presents a framework for applying and interpreting citizen surveys to formulate community recycling programs. Viewed as a coproduced service, a recycling program's success depends on strong and sustained public support and participation. We find that knowing citizen opinions and attitudes toward recycling can help public managers maximize citizen participation in recycling. This analysis supports the value of conducting citizen opinion…
