    The distributional consequences of service outcomes are analyzed using citizen evaluations. The legitimacy of this approach is established by arguing that an evaluation of service equity should consider the fiscal incidence of service provision.     Changes in the demographic and socioeconomic conditions of 627 cities between 1970 and 1980 are examined using simple comparison of means and correlational analytic techniques.     The paper develops indexes that measure the variation in relative need among cities for community development funds. The need indexes are used to evaluate and compare the distributions of funds under the displaced categorical programs and the new com munity development block grant program. Alternative formulas are designed that increase the emphasis on those dimensions of community development need ignored by the existing formula
