Anchor for peace: The United States Navy in the shaping of the Japanese peace settlement
This essay sheds new light on the formation of the Japanese peace settlement of 1951 by tracing the history of the United States Navy’s occupation, development and retention of its major base at Yokosuka. It argues that peace making was a process that proceeded from the individual and local community to the national and international levels. By promoting mutually beneficial civil–naval relations in Yokosuka, base commander Captain ‘Benny’ Decker …
Nichibei Kaisen no Seiji Katei (The Political Process of Japan's Decision for War against the United States)
Sixty years after the event, scholars on both sides of the Pacific Ocean disagree over how and why Japan decided for war against the United States. Their interpretations splinter along three lines. Some argue, as Robert J. C. Butow did in Tojo and the Coming of the War (1961), that “radical” younger army and navy staff officers forced irrational policies upon their timid and vacillating military and political superiors. Others support the line of…

Ghost of War: The Sinking of the Awa maw and Japanese-American Relations, 1945-1955
Here for the first time is the full story of America's greatest error in the submarine war against Japan and the effect it has had on Japanese-American relations ever since. On the night of 1 April 1945, the USS Queenfish sank the Awa maru, sending more than two thousand men, women, and children to their deaths. The attack occurred despite the United States's guarantee of safe passage to the ship as a carrier of food and medicine to American and …

Refighting the Last War: Command and Crisis in Korea, 1950-1953
Introduction: Pearl Harbor at Fifty-plus
Reflections on Pearl Harbor Anniversaries Past
By any measure, the Japanese attack on Pearl Harbor was one of the decisive events of the twentieth century. For Americans, it was the greatest military disaster in memory—one which set them on the road to becoming the world's greatest military power. For Japanese, the attack was a momentary triumph that marked the beginning of their nation's painful and protracted transition from empire to economic colossus

The Diplomacy of Dependency: The Philippines and Peacemaking with Japan, 1945–52
Historians have examined the Japanese peace settlement of 1951 in a variety of ways. A few have treated it as an episode in the ongoing evolution of the structure of international relations in the Pacific and East Asia. Most have focused on the interaction between the principal victor, the United States, and vanquished Japan, weighing the negotiating successes and failures of each and assessing the impact of the settlement on subsequent Japanese-…
