State Formation and Ideological Conflict in Multiethnic Countries
The standard narrative of what defines an ideological conflict for electoral politics is not applicable to multiethnic countries like India. We develop two alternative ideological scales, the politics of statism and the politics of recognition, which we argue frame the Indian party system. Debates around class conflict, and about divisions between church and state, cities and rural areas, and the center and the periphery, were less central to the…
Intellectual Lineages of the Politics of Statism and Recognition
Conservative political thinking has a long intellectual lineage in India. We explore the intellectual roots of this tradition by examining older texts as well as more contemporary writing on the role of the state. In one strand of conservative political thinking, the state is subservient to social norms, and it can only have a limited, if any, role in social and economic transformation. We contrast these conservative ideas with the views of more …
Ideology and Identity: The Changing Party Systems of India
This book challenges the view that party politics and elections in India are far removed from ideas. It claims that a dominant intellectual paradigm of what constitutes an ideology is not entirely applicable to many multiethnic countries in the twentieth century. In these more diverse states, the most important ideological debates center on statism —the extent to which the state should dominate society, regulate social norms, and redistribute pri…
Religious Practice and Democracy in India
This book demonstrates the close relationship between religion and democracy in India. Religious practice creates ties among citizens that can generate positive and democratic political outcomes. In pursuing this line of inquiry the book questions a dominant strand in some contemporary social sciences - that a religious denomination (Catholic, Hindu, Muslim, Sikh, and so on) is sufficient to explain the relationship between religion and politics …
Property Rights and the Control of Strategy: Foreign Ownership Rules and Domestic Firm Globalization in Indian Industry
This study examines the influence of foreign ownership levels on domestic firms’ exporting behavior in India. Foreign ownership is categorized according to the control exercisable at different levels of ownership by foreign shareholders. The degree of strategic control a foreign shareholder can possess is determined by the institutional structure of the Indian environment that firms operate in. The results show that, after controlling for a varie…
Democracy without Associations: Transformation of the Party System and Social Cleavages in India
India's party system has undergone a profound transformation over the last decade. The Congress Party, a catch-all party that brought independence in 1947 and governed India for much of the period since then, no longer dominates the electoral scene. Political parties which draw support from particular caste and religious groups are now more powerful than ever before. Democracy Without Associations explains why religious and caste-based political …
State Policy, Rent Seeking, and the Electoral Success of a Religious Party in Algeria
The decline of the dominant party, the Front de la Libération Nationale (FLN), in Algeria has been accompanied by the electoral success of a religious party, the Front Islamique du Salut (FIS). The argument developed in this article attributes the success of the FIS to the political economy of dominant party rule in postcolonial Algeria. Rent-seeking coalitions embedded within the FLN constrained the policy options available to the FLN in a fisca…

The Puzzle of Indian Politics: Social Cleavages and the Indian Party System
The social cleavage theory of parly systems has provided a major framework for the study of Western party systems. It has been quite unimportant in studying other party systems, especially those of developing countries, where comparative development, and not mass electoral politics, has been the focus of study. This article reports the results of an attempt to bridge these traditions by analysing popular support for the Congress Party of India in…
