    국제사회는 기후변화에 대응하기 위해 다양한 정책과 제도를 시행하고 있다. 그러나 저탄소 사회로의 전환은 지속 가능한 성장의 기회인 동시에 사회갈등을 유발할 수 있다. 본 연구는 대표적인 산림환경 국가인 코스타리카 사례를 통해 탄소중립 과정에서 이해당사자들의 실질적 참여를 보장하여 사회갈등을 최소화하는 방안을 탐구한다. 특히 코스타리카 정부의 산림정책을 중심으로, 탄소중립 달성 과정에서 발생한 경제·사회적 편익의 분배 과정을 구체적으로 분석하였다. 코스타리카는 1990년대 중반 이후 환경서비스 지불제와 생태관광 정책을 통해 산림 보존과 재조림을 촉진하고, 대규모 농장주뿐만 아니라 소규모 농장주와 원주민 공동체에도 경제적 혜택을 제공했다. 생태관광의 활성화는 지역사회 발전과 교육 접근성 개선에 기여하며, 사회적 불평등 해소에도 긍정적 영향을 미쳤다. 코스타리카의 사례는 탄소중립이 비용이 아닌 지속 …
