Social learning in agriculture: A scalable farmer-to-farmer extension approach for dairy farmers
Learning About Opportunity: Spillovers of Elite School Admissions in Peru
We study how the admission of an older schoolmate to an elite secondary school influences the application decisions and admission outcomes of younger students. Our study focuses on the rapid expansion of a nationwide system of highly selective secondary schools in Peru. These schools are free of charge, which enables us to investigate the effect of peers on educational choices in a context with minimal financial barriers. Using a sharp regression…
Egypt: Inequality of opportunity in education
The paper examines the levels and trends in access to education and educational outcomes across generations of Egyptian youth. Examination of four cohorts of individuals aged 25–29 shows that, although basic education has democratized, some inequities in access to general secondary and college education have persisted over the past 25 years. The analysis of test scores from TIMSS and national examinations in the late 2000s shows that more than a …
Neighborhood Effects in Integrated Social Policies
When potential beneficiaries share their knowledge and attitudes about a policy intervention, their decision to participate and the effectiveness of both the policy and its evaluation may be influenced. This matters most notably in integrated social policies with several components. In this article, spillover effects on take-up behaviors are investigated in the context of a conditional cash transfer program in rural Mexico. These effects are iden…

The Measurement of Educational Inequality: Achievement and Opportunity
Two related measures of educational inequality are proposed: one for educational achievement and another for educational opportunity. The former is the simple variance (or standard deviation) of test scores. Its selection is informed by consideration of two measurement issues that have typically been overlooked in the literature: the implications of the standardization of test scores for inequality indices, and the possible sample selection biase…
Evaluating the impact of Land Administration Programs on agricultural productivity and rural development
Investment in land administration projects is often considered key for agricultural productivity and rural development. The evidence on such interventions is however remarkably mixed. This paper discusses a number of challenges and derives related guidelines for the impact evaluation of land administration programs. We focus on four types of challenges: 1) a conceptual challenge related to the need to unbundle property rights and to establish the…

Policy-Induced Social Interactions and Schooling Decisions
This paper considers a conditional cash transfer program targeting poor households in small rural villages and studies the effects of the geographic proximity between villages on individual enrollment decisions. Exploiting variations in the treatment status across contiguous villages generated by the randomized evaluation design, the paper finds that the additional effect stemming from the density of neighboring recipients amounts to roughly one …
The Measurement of Inequality of Opportunity: Theory and an Application to Latin America
Building on the existing literature, this paper constructs a simple scalar measure of inequality of opportunity and applies it to six Latin American countries. The measure—which captures between‐group inequality when groups are defined exclusively on the basis of predetermined circumstances—is shown to yield a lower‐bound estimate of true inequality of opportunity. Absolute and relative versions of the index are defined, and alternative parametri…
Measuring inequality of opportunity with imperfect data: The case of Turkey
Inequality of Economic Opportunity in Turkey
Using information on asset ownership, housing quality, and access to services to construct an indicator of household wealth, the author estimates the share of inequality among prime-age Turkish women that can be attributed to unequal opportunities. Both parametric and non-parametric estimation methods are used, and robustness to some sample redefinitions is verified. The author find that at least one-third (one-fourth) of overall wealth (imputed …
Inequality of Opportunity for Education
This paper seeks to measure inequality of opportunity for education in turkey, taking into account both the quantity (attainment) and the quality of schooling (achievement). Using DHS data, large gaps in age-enrollment profiles are documented across genders, regions, and family backgrounds. The gender gap is particularly pronounced in the Easter provinces, in rural areas, and for poorer and larger households. PISA data show that morally irrelevan…
Measuring Inequality Of Opportunity With Imperfect Data: The Case Of Turkey
The measurement of inequality of opportunity has hitherto not been attempted in a number of countries because of data limitations. This paper proposes two alternative approaches to circumventing the missing data problems in countries where a demographic and health survey and an ancillary household expenditure survey are available. One method relies only on the demographic and health survey, and constructs a wealth index as a measure of economic a…
The Measurement Of Inequality Of Opportunity: Theory And An Application To Latin America
What part of the inequality observed in a particular country is due to unequal opportunities, rather than to differences in individual efforts or luck? This paper estimates a lower bound for the opportunity share of inequality in labor earnings, household income per capita and household consumption per capita in six Latin American countries. Following John Roemer, we associate inequality of opportunity with outcome differences that can be account…
