In his chapter Raymond Plant, with the gentle trailing of the cloak, writes: 'It seems fairly obvious that a rights-based theory would be most congenial for someone who wanted to think about intervention'.2 Other chapters have invited us to think of alternative starting places for an analysis of the ethics of intervention: realism offers us interest or prudence; the morality of states offers us rights, not of individuals but of states; and the Ar…

West and the Third World: Essays in Honor of J. D. B. Miller
Order and Violence: Hedley Bull and International Relations
Hedley Bull, Montague Burton Professor of International Relations at Oxford from 1977 until his death in 1985, was one of the great scholars of his generation. He wrote within a tradition of political thought which he himself traced back to Hobbes and Hume and to Grotius and the natural lawyers. He not only added to the literature in this tradition, but he also showed how it could become a foundation for the study of International Relations. In t…

Edmund Burke and the theory of international relations
Burke did not count himself a theorist. Metaphysics, abstraction, was stuff for professor So If the speculation of the classroom was brought too close to the life of politics the result was unsettling, dangerous, revolutionary. Politicians should be people of practice not theory, attending to circumstance before principle, working within a tradition not innovating, reforming before countenancing revolution. They should be concerned with the whole…

Change and international relations
A common theme of all the books under review is the neglect of change by scholars in the social sciences generally, and especially in the study of international relations. A number of reasons are offered in explanation of this. One is that change is hard whereas continuity is comparatively easy. What stays the same over time is simpler to map than that which changes. In any young science static comes before dynamic analysis. (Gilpin, p. 4) Anothe…
