  • Oil import diversification in the Asia-Pacific (1976–2014)

Hayden Lesbirel, Sizhong Sun•ARTICLE•Journal of the Asia Pacific Economy•2017

We explore trends and patterns of oil import diversification by Asia-Pacific Economic Cooperation (APEC) countries from 1976 to 2014, and generalise four patterns in that diversification. First, oil import sources of APEC countries are diversified considerably. Second, APEC countries have diversified their import sources over time. • Barriers to the diffusion of renewable energy in Queensland

    Open Access•Breda McCarthy, Lynne Eagle et al.•ARTICLE•Rural Society•2017•References: 8

This research was presented at the Sustainable Economic Growth in Regional Australia Conference (SEGRA), in Albany, Western Australia, October 2016. Renewable energy (RE) is needed for the low-carbon future envisioned in the 2015 Paris climate change agreement. • The Insuring State: Japanese Oil Import Security and the Middle East

    Hayden Lesbirel, S Hayden Lesbirel•ARTICLE•Asian Journal of Political Science•2013•Cited by: 3•References: 26

This article investigates Japanese approaches to managing oil import security in the period 1970–2005 by developing a framework that integrates portfolio and inducement approaches to managing import security. It argues that Japan is an insuring state and, in the context of continuing asymmetric dependence, seeks to ensure its security not only through portfolio strategies that aim to reduce systemic and specific risks, but also through political …

  • Project siting and the concept of community

    Hayden Lesbirel, S Hayden Lesbirel•ARTICLE•Environmental Politics•2011•Cited by: 3•References: 23

The siting of unwanted projects always involves conflict between developers and community interests. Yet the notion of community has been under-theorised in the siting literature. The concept of community is explored and related to the siting of risky projects. An analysis of seven siting cases from around the world suggests that the environmental spillover effects from projects often transcend local administrative boundaries and that the relevan…

  • Diversification and Energy Security Risks: The Japanese Case

    Open Access•Hayden Lesbirel•ARTICLE•Japanese Journal of Political…•2004•Cited by: 11

This article explores the relationship between diversification and energy security risks. It uses portfolio theory to conceptualise energy security as an insurance mechanism against disruptions to energy import markets. It provides quantitative measures of systematic and specific risks associated with Japanese energy imports during the period 1970—99. It suggests that Japan's policy of diversification of energy import sources has reduced specific…

  • Markets, Transaction Costs and Institutions: Compensating for Nuclear Risk in Japan

    Hayden Lesbirel, S Hayden Lesbirel•ARTICLE•Australian Journal of Political…•2003•Cited by: 3•References: 6

This article explores the nature, role and effectiveness of compensation mechanisms in managing the political constraints to the siting or development of nuclear projects in Japan. Statistical analysis reveals that the relationship between compensation and income is a key dynamic characterising the history of the marketplace for nuclear facilities in Japan. The commodification and trading of risks for benefits is governed by a sophisticated insti…

  • The Political Economy of Substitution Policy: Japan's Response to Lower Oil Prices

    Hayden Lesbirel, S Hayden Lesbirel•ARTICLE•Pacific Affairs•1988•Cited by: 2

THE OIL CRISES OF THE 1970s had a significant impact on Japanese energy policy.' As a country with a high reliance on imported oil and a high sensitivity to security matters, Japan commenced a long-term program of using substitutes for oil such as nuclear, coal, LNG and new energy technologies which aimed to reduce the dependence on imported oil and protect Japan against further increases in oil prices and unexpected interruptions in oil supplies…
