Multilingual Interaction in Plurilingual Classes – European School Practice
The paper illustrates how interaction operates in classes where there is no single shared common language between teachers and pupils. Samples from a European School primary class taken from 1669 extracts are given of teacher-pupil, pupil-teacher and pupil-pupil interaction. Goals of the programme investigated are to integrate heterogeneous groups while showing respect for language diversity, to encourage co-operation, to accustom pupils to a mul…
Reconciling Content Acquisition and Language Acquisition in Bilingual Classrooms
This paper analyses actual classroom practice in Brunei in relation to operational and outcome variables. These variables are then further broken down so that specific parameters can be taken into account. Based on an analysis of case studies and other research undertaken within Brunei, the paper concludes by suggesting alternative teaching strategies and techniques which mightenable teachers to more easily manipulate the classroom culture to ach…
Language Policy and Planning in Western European Countries
The recent events promoting European integration have far-reaching consequences for language management. Such management may form an explicit part of policy, though often it is reflected implicitly in interventions dealing with other aspects of social and political organization. This article will highlight both explicit and implicit language planning issues at the European level, the latter being more the result of policy interventions rather tha…
An overview of European models of bilingual education
The paper begins by describing some language‐related projects undertaken by the European Community to promote multilinguality and improved cross‐national communication. Then it describes four systems of bilingual education operating in individual Member States: the national system of Luxembourg, the Foyer and European School projects in Belgium, and the bilingual systems operating in the Catalan and Basque regions of Spain. As a basis for compari…
European models of bilingual education
The relationship between European Community initiatives in language management are linked to educational models involved in promoting active mastery of at least three languages. The Luxembourg model outlines a trilingual programme destined for the entire school population, the European School model illustrates a complex multilingual programme where all involved are on an equal footing with respect to language constraints, while the Foyer Project …
Designing bilingual education
This paper is a unique example of a comparison of achievement in second language learning as produced by two fundamentally different models of bilingual education. Canadian immersion programmes, designed primarily for language enrichment, and European School bilingual education, designed primarily for language maintenance, both promote French as a second language using totally different strategies. Test results revealed how such diversified appro…

Multilingual television supply and language shift in Brussels
Substratum, adstratum and residual bilingualism in Brussels
In order to identify both the nature, quantity and distribution of Dutch origin elements in the speech of different users of French in Brussels the notion of residual bilingualism is introduced to identify community‐shared features which reflect the historical switch of language dominance from preponderantly monoglot Dutch to preponderantly monoglot French. A further distinction is made between elements originating in Dutch but which have been in…
Bilingualism in Belgium
A description is given of the sociopolitical and educational implications of the complex linguistic situation in Belgium with particular reference to aspects of bilingualism prevalent both in the bilingual and the monolingual areas of the country. A historical outline illustrates the origin of the bilingual areas while analysis of recent sociological and legal documents reveals the contradiction between official policy with regard to language and…
