Crossed pandemics: Racism, police violence, and Covid-19 in Brazil and the United States
The article aims to answer the following question: how is it possible that in the context of the Covid-19 pandemic, as a series of daily activities were suspended in the name of preserving life, police violence has not only continued but worsened in the United States and in Brazil? We argue that racism structures social relations both in the United States and in Brazil, functioning as an essential activity of states that remain involved in the pr…
Anjo negro: As fundações racistas do Estado no Brasil
O artig…
The Colombian peace negotiations and the invisibility of the ‘no’ vote in the 2016 referendum
This article discusses a few epistemological conditions that may have prevented ‘peacemaking monitoring specialists’ to conceive the possibility of a negative result at the October 2016 Colombian peace referendum. It does not aim to explain why the majority of voters chose to reject the peace deal, nor does it claim it was foreseeable and specialists should thus have seen it coming. Instead, the article elaborates on some of the conditions that h…
Two Brazils: Renegotiating Subalternity Through South-South Cooperation in Angola
Adopting a postcolonial perspective, this article approaches Brazilian South-South cooperation ‘narratives’ in Africa as part of a politics of identity that helps redefine Brazil’s place in the modern world. The article discusses how South-South cooperation operates as a site of knowledge and power through which a developmentalist Brazilian identity is reproduced and subalternity can be constantly renegotiated. Through a brief analysis of the nar…
Rethinking peace-building practices through the Somaliland experience
Reflecting on the Somali case, the article argues that the systematic failures of international interventions in the country have largely derived from the modernising orientation underlying UN peace-building practices. Following this logic, the solution to the Somali problem becomes dependent upon the construction of a centralised authority. Resisting an alternative romanticisation of the Somaliland experiment, the article suggests that the multi…
From the Backstage of War: The Struggle of Mothers in the Favelas of Rio de Janeiro
This article analyses the political status of mothers whose children have been killed by members of the Brazilian military police and armed forces in the favelas of Rio de Janeiro in the course of the ‘war against drugs’. These mothers bear witness to the reality of state interference in the lives of their families. The loss of a child interrupts their intimate affective bonds and temporal linkages between the past, present and future, thereby re…
Characterisation of exposure to non-ionising electromagnetic fields in the Spanish Inma birth cohort: Study protocol
Characterisation of the EMF-NIR exposure by this combination of methods is intended to overcome problems encountered in other research. The assessment of exposure of INMA cohort children and adolescents living in different regions of Spain to the full frequency range of EMF-NIR extends the characterisation of environmental exposures in this cohort. Together with other data obtained in the project, on socioeconomic and family characteristics and d…
Reversing Polarities: Anarchical (Failed) States versus International Progress
The article explores how the literature on 'failed states' (re)produces the modern state as a regulatory ideal, obscuring its contingent character and its violent foundation. So, discursive practices, based on an Eurocentric account, construct the 'failed state' as deviant. The resultant hierarchy of states, in turn, creates favorable conditions for interventionist practices, whose agents are depicted as members of a 'progressive' and 'benevolent…
O Cosmopolitismo Kantiano: Universalizando o Iluminismo
Trapped Between Many Worlds: A Post-colonial Perspective on the UN Mission in Haiti (Minustah)
From a post-colonial perspective, this article argues that the Mission des Nations Unies pour la stabilisation en Haiti (MINUSTAH) helps in our understanding of how the conventional peace operation model is, at the field-level, constantly challenged and renegotiated. Formally conceived as a francophone mission operating in a francophone country, MINUSTAH's deployment and interactions on the ground proved to be complex. Composed of a majority of L…
