On the whole, the news is good: new Ph.D.s awarded are up, economics remains one of the most highly-paid Ph.D. careers, and delays in finding employment are very short. A number of questions remain, however, that cannot be answered with the data at hand. These i…

Are Preferential Trading Arrangements Trade-Liberalizing or Protectionist
Preferential trade arrangements, and especially free trade agreements, have mushroomed in importance in the 1990s. This has revived research on the effects of these arrangements, both on the welfare of the member countries and those excluded, and on the momentum for further liberalization of the open multilateral trading system. This paper reviews the analyses and evidence to date as to these effects, showing that analytically anything can happen…

Government Failures in Development
By the 1970s and early 1980s, governments in most developing countries were mired down in economic policies that were manifestly unworkable. Whether market failures had been present or not, most knowledgeable observers concluded that there had been colossal government failures. In many countries, there could be little question but that government failure significantly outweighed market failure. This essay focuses on insights relating directly to …
Agricultural Incentives in Developing Countries: Measuring the Effect of Sectoral and Economywide Policies
The impact of sector-specific (direct) and economywide (indirect) policies on agricultural incentives for eighteen developing countries for the period 1975–84 are estimated. Export-Oriented Development Strategies: The Success of Five Newly Industrializing Countries
This book originated with a conference that we held at Pontificia Universidad Cat61ica de Chile in late 1981.
