Two Systems, Two Countries
The Chinese Communist Party's Nomenklatura System
The term “nomenklatura’’ means “nomenclature,’’ “a list of positions, arranged in order of seniority, including a description of the duties of each office. Perhaps the major instrument of Communist Party control of contemporary China’s political, economic, social, and cultural institutions is the nomenklatura system. The system consists of lists of leading positions, over which party units exercise the power to make appointments and dismissals; l…
One Country, Two Systems
The implementation of China's one‐country, two‐systems policy in Hong Kong has been characterized by contested autonomy and some conflict over issues such as citizenship, competition, and the search for new opportunities.
Changing governance structures and the evolution of Public Service Bargains in Hong Kong
The perspective of Public Service Bargains has been used to analyze the relationships between politicians and senior civil servants based on the premise of stable expectations about the roles of both parties. Changing governance arrangements and leadership changes, however, may destabilize and increase ambiguity about these expectations. Hong Kong provides a case of changing governance arrangements that has destabilized the roles of senior civil …

The Hong Kong civil service in transition
As a result of its autonomy from society and institutional integrity, both legacies of British colonialism, the transition of the Hong Kong civil service to Chinese rule has been smooth. To accommodate continuing changes to state‐society relations, however, the civil service must begin sharing power with society to ensure stability. This paper examines changes in the state‐society and inter‐state sectors since the 1 July 1997 handover

Policy Conflicts in Post-Mao China
Local Cadre Accommodation to the "Responsibility System" in Rural China
SINCE DECEMBER 1978, China's leaders have embarked on an ambitious economic development program, which, in rural areas, has seen decollectivization of China's economy and the implementation of a system of farming in which peasants sign contracts with local authorities to produce a certain product at an agreed-upon price (household contract farming).' The new economic policies have had an impact on local rural political organizations, changing bot…
Reforming China's Bureaucracy, 1979-82
The central feature of Zhao's 1982 package was the reintroduction of a system of responsibility for administrators. Decentralized power and clearly defined responsibility areas are vital for such a system as are skilled manpower and adequate financial resources. Also needed is an adequate means of evaluating performance. Several constraints which limit the ability of China's authorities to achieve reforms are identified, but the country's leaders…
The Election of Production Team Cadres in Rural China
Although the People's Republic of China attaches little importance to elections in parliamentary democracies, elections are seen as important in societies going through the transition between capitalism and communism. 1 Elections of local level leaders were carried out in the CCP-controlled base areas before 1949, and throughout the period after Liberation. The attention devoted to election propaganda and voter turn-out attest to the importance p…
