Public engagement in strategic environmental assessment: What does it take
The requirements for public consultation in strategic environmental assessment (SEA) imply explicit engagement with affected and interested individuals and communities. However, efforts to engage the lay public are often limited; when pursued, they are often within plan-making rather than SEA consultation. While the importance and value of public input in SEA are internationally recognised, with emphasis on the need for more dedicated action in t…
Strategic environmental assessment in Ireland: Sound procedures with opportunities for stronger integration
Ten key performance indicators (KPIs) of Strategic Environmental Assessment (SEA) effectiveness were applied to 20 recent Irish SEAs, prepared between 2018 and 2023. This tested the applicability of the KPIs, established a ‘baseline’ of SEA effectiveness against which future SEA practice can be compared, and identified areas where improved practice is needed. The reviewed SEAs showed a progression through the dimensions of effectiveness: from goo…
Developing key performance indicators for strategic environmental assessment effectiveness: A systematic framework
Key performance indicators (KPIs) are critical quantifiable metrics used to evaluate performance or effectiveness. In the context of Strategic Environmental Assessment (SEA), they provide the framework by which the effectiveness of SEA practice can be examined and compared.A wide range of KPIs of SEA effectiveness have been developed, but to date they have not been systematically linked to the full range of dimensions of SEA effectiveness. The deve…
Empowering the public in environmental assessment: Advances or enduring challenges
Public participation is a cornerstone of good plan-making and Strategic Environmental Assessment (SEA), allowing local information and concerns to be captured, residents to be engaged in assessment and plan-making processes, and opposition to plan implementation to be reduced. Effective public participation in SEA depends on who is involved, how they are involved, and what influence they have over the SEA and plan-making processes. Using this who…

Raising the game in environmental assessment: Insights from tiering practice
The organised transfer of information between Strategic Environmental Assessment (SEA) and Environmental Impact Assessment (EIA) processes – also known as tiering – has the potential to enhance the overall efficiency and effectiveness of environmental assessments and improve the coherence of information to support decisions. Nevertheless, research on tiering practice is limited and the added value of tiering to SEA, EIA and planning processes rem…

Impact assessment: From whale to shark
My vision for good future impact assessment (IA) involves 1. IAs testing the impacts of the plan/project against environmental standards; 2. IAs applying the precautionary principle to impacts that are already globally problematic, with the assumption that those impacts are significant until the IA can show that they are not; 3. Making IA recommendations legally binding; and 4. Better scoping to allow IA to focus on only key impacts. These change…

Introducing SEA effectiveness
The idea for this special issue – IAPA 2019, issues 3 and 4–startedwitharesearchprojectonSEAeffectivenessin Ireland commissioned by the Irish Environmental Protection Agency (EPA 2018). As part of the project, we were to examine and learn from SEA effectiveness in other countries. At Thomas Fischer’s prompting, this evolved into inviting people to write articles about SEA effectiveness in their country. We wrote to about 20 people, expecting a fe…
Effectiveness of English local plan SA/SEAs
Fourteen years since the implementation of the European SEA Directive, the effectiveness of the English system of Local Plan sustainability appraisals/strategic environmental assessments (SA/SEAs) is analysed, based on 15 case studies, five interviews, and questionnaires of 11 planners. Substantively, SA/SEA leads to fine-tuning of plan policy wording and a more robust choice of development sites, but to only limited wider influence on the plan. …
Implications of Brexit for environmental assessment in the United Kingdom – results from a 1-day workshop at the University of Liverpool
There is currently a lack of clarity for what the anticipated British Exit from the European Union will mean for environmental assessment (EA) in the United Kingdom (UK) in the medium to long term. It is within this context that a workshop was organised by the Environmental Assessment and Management Centre (University of Liverpool) and held in Liverpool on 14 June 2017, with the involvement of the Ireland-UK branch of the International Associatio…

Sustainability-focused impact assessment: English experiences
This article considers whether strategic environmental assessment (SEA) of local-level spatial plans in England is leading to a high level of protection of the environment. It is based on an analysis of the sustainability appraisals (SA/SEA) of 45 core strategies, interviews with 14 planners, and 14 questionnaire responses. The findings suggest that the plans will have beneficial social and economic effects, but between mildly positive and mildly…

Writing strategic environmental assessment guidance
The main authors of five of the early guidance documents for how to implement the European Union Strategic Environmental Assessment Directive at regional and national level (those of England, Iceland, the Lombardia region of Italy, Portugal and Scotland) discuss the respective documents. They summarise the evolution of the five documents, then discuss what they were trying to achieve and whether they feel they have succeeded, common and diverging…
Ensuring effective sustainability appraisal
Environmental and sustainability appraisals of development plans have been carried out in the UK for the last ten years. They have been relatively effective in integrating environmental/sustainability considerations in the plans and improving plan-making. However, this system will change in the next two years as European Directive 2001/42/EC becomes operational. This article considers how strategic environmental assessment effectiveness, and fact…
