Administrative legacies in policy enactment: The bureaucratization of gender equality in higher education
This article explores how administrative tradition mediates the enactment of gender equality policies within higher education institutions. Drawing on policy enactment theory and historical institutionalism, it analyses how institutional dynamics shaped by the Napoleonic administrative tradition influence the translation of policy mandates into practice in the context of Catalonia. The study employs qualitative data from semi-structured interview…

This article examines the manifestations of resistance to the inclusion of gender perspectives in teaching within Catalonia's Schools of Education. Based on 24 semi-structured interviews with faculty members across five Schools, the research explores resistances and the underly…
World Bank influence on policy implementation in education: A systematic review
Unpacking the discursive construction of gender in higher education: Contending approaches and policy silences
When gender meets quality assurance in higher education: Policy innovation, conditions of possibility, and instrument co-optation
For decades, several actors and institutions have highlighted gendered power dynamics in (higher) education and have promoted actions and policies to address them. In many contexts, however, policies aimed at mainstreaming gender have often proved ineffective. This is the case in Catalonia's higher education system, where gender equality policy mandates have been systematically disregarded in the past. In an attempt to reverse this situation, pol…
World Bank Influence on Policy Formation in Education: A Systematic Review of the Literature
The World Bank has been called the most influential organization in education reform globally. Not only is it the single largest funder of education for international development, but it also produces knowledge, circulates discourse, and structures policymaking processes in ways that extend its influence far beyond its primary role as a bank. However, while much literature has been produced about the World Bank, the field of education lacks a sys…
Post-colonial contexts, the state, and education reform: A framework for understanding the ethos of privatization
The central argument of this article is that post-colonial states operate-and have always operated, due to their roots in colonialism and capitalism-according to an "ethos of privatization," through which state agents derive private benefit from positions ostensibly responsible for providing public services. The article offers a framework for understanding the ethos of privatization as central to state behavior that is based on insights from lite…
Globalization and privatization of education in Honduras-Or the need to reconsider the dynamics and legacy of state formation
While much literature has been produced on globalization, privatization, and the State individually, it has not been common to treat them together, at least not in the field of comparative and international education. There is excellent work that has documented the ways in which globalization and privatization have influenced education reform, but extant scholarship typically has not engaged with theories of the State. In this paper, through the …
Towards a Common Public Culture? Boundaries to Belonging in Catalonia
The tension between the will to build a collective national identity and the increasing diversity of today’s societies is one of the main challenges facing nation‐states today. Catalan society, being no exception, also faces many challenges as diasporic identities and transnational loyalties proliferate, weakening both citizens’ roots and their need to belong. The present article aims to identify situations and social spaces of discrimination and…

A partir de entrevistas en profundidad con policymakers, representantes del gobierno, agencias de cooperación, organismos internacionales y organizaciones filantrópicas, se explora el desarrollo de nuevas formas de privatizac…
Network governance and new philanthropy in Latin America and the Caribbean: Reconfiguration of the State
This paper draws on the literature on network governance and new philanthropy to characterize and explain the increased involvement of non-State actors in education policymaking in the Dominican Republic. The study reveals, first, how network governance has intensified since 2010 through hybrid public-private spaces of agenda setting, second, how these hybrid spaces have given way to the emergence of new philanthropy, which engages directly with …
