Introduction: The Dynamics of Migration Policy Implementation: The Frontline and Beyond
This special issue examines the complex dynamics of migration policy implementation across different contexts, in Europe and beyond, contributing to both implementation studies and migration studies by highlighting how policies are transformed through everyday bureaucratic work. The articles demonstrate that understanding migration policy implementation requires attention to interactions extending well beyond traditional frontline encounters. Thr…
Governing Access to Nationality Through Paperwork: The Discretionary Uses of Documentation for Naturalisation in Belgium, France and the United Kingdom
In this paper, we examine the discretionary uses of documentation in the implementation of naturalisation through a comparative perspective focusing on Belgium, France and the United Kingdom. We investigate the organisational and professional factors that are likely to impact variation in the uses of discretion based on documentation. Belgium, France and the United Kingdom represent three interesting case studies involving different actors with d…
The contemporary uses of the 'values of the Republic' in the French naturalisation process
The state promotion of ‘common values’ in public discourses and policies as a response to a so-called ‘crisis of immigrant integration’ has become a widespread phenomenon in contemporary European societies. This article analyses how shared values are promoted by the French state in the implementation of migration policies, and whether such promotion introduces anything new in the approach to immigrant integration. Our analysis concentrates on the…

The Making of "Self-Sufficient" Citizens: The "Civic Turn" and the Neoliberal Vision of Integration in the French Naturalisation Process
Scholars have often underlined that the “civic turn” promotes a communitarian vision of integration that aims to defend the moral if not ethnocultural foundations of the national community. Although this article does not dismiss that claim, it reflects on the paradoxical combination of that vision with a neoliberal vision of integration in the French context. Through the analysis of the condition of “professional integration” for naturalisation, …
Simply a matter of compliance with the rules? The moralising and responsibilising function of fraud-based citizenship deprivation in France and the UK
Scholarship largely sees fraud-based citizenship stripping as a tool for guaranteeing the consistency of the naturalisation process against applicants who do not respect the rules. This implies that the line between ‘desirable’ and ‘undesirable’ citizens is drawn in accordance with procedural norms. In contrast, this article argues that deprivation on grounds of fraud aims to create a virtuous and responsible political subject. Drawing on the cas…
Conditional membership: What Revocation Does to Citizenship
The variety of the contexts in which citizenship revocation is being discussed and applied confronts us with a complex map. Drawing on contributions at the crossroads between history, law, political science, and sociology, this special issue offers an interdisciplinary and comparative examination of this political instrument, revealing hidden rationales and consequences at the material and symbolic levels. In the editorial introduction, we argue …
The revival of citizenship deprivation in France and the UK as an instance of citizenship renationalisation
Over the past 20 years, rules governing citizenship stripping have been debated and modified several times in France and Britain. Through this process, deprivation of citizenship has been transformed into a sanction that specifically targets ‘Islamist’ terrorists. This article examines the revival of citizenship deprivation from the mid-1990s onwards and draws on parliamentary debates, legal cases and interviews with lawyers and officials. It sho…
