A golden limit to neo-extractivism: Policies and patterns of resource rent capture in Bolivia
Bolivia is often seen as an example of a new pattern of managing natural resources extraction – neo-extractivism – in which the state assumes a greater degree of control and appropriates more of the resulting rents. That is indeed the case when it comes to most of the country’s natural gas production, planned lithium extraction and metal mining. But in the case of the currently most valuable export product, gold produced by cooperative small scal…
The politics of vice-presidential selection in Latin America
Allies and Traitors: Vice-Presidents in Latin America
Vice-presidents in Latin America have often been at the centre of political turbulence. To prevent conflicts within the executive, most Latin American countries have therefore put in place formulae to elect presidents and vice-presidents on a joint electoral ticket. Still, it is common for presidential candidates to pick running mates from other parties in order to construct alliances and appeal to a broader set of voters. But the presence of suc…
Human Rights, State Compliance, and Social Change: Assessing National Human Rights Institutions
National Human Rights Institutions (NHRIs) – human rights commissions and ombudsmen – have gained recognition as a possible missing link in the transmission and implementation of international human rights norms at the domestic level. They are also increasingly accepted as important participants in global and regional forums where international norms are produced. By collecting innovative work from experts spanning international law, political sc…
Protest Actions against the European Union, 1992–2007
In spite of the enormous amount of attention devoted to the process of European integration, the study of protest actions that take the European Union as their target is only incipient and suffers from a lack of up-to-date systematic information. This research note presents new data on protests in the member states which, directly or indirectly, targeted the Union between 1992 and 2007. These data show that the increase in protest mobilisation an…
Incompetence, Alienation, or Calculation: Explaining Levels of Invalid Ballots and Extra-Parliamentary Votes
This article focuses on the casting of invalid ballots and voting for extra-parliamentary parties. Drawing on evidence from more than 200 elections in Western Europe, Australia, New Zealand, and the Americas during the 1980-2000 period, it tests how well four sets of factors serve as explanations for the extent of such behavior in parliamentary contests. The main finding is that the structure of political competition provides an important explana…
Between Globalism and Pragmatism: Attac in France, Germany, and Sweden
This article tests two conflicting theoretical views on the extent to which economic and political globalization makes contentious groups and social movements more globally oriented in their strategies. It focuses on a critical case in the globalization of activism: the Attac group, which forms part of the movement for global justice. By analyzing the demands, actions, and targets present in the group's communiqués in France, Germany and Sweden, …

"For a Few Senators More"? Negotiating Constitutional Changes During Chile's Transition To Democracy
Chile's 1980 Constitution embodied the political aspirations of the nation's military regime. Before democratization, the constitution underwent a process of reform that did away with some of its most blatantly authoritarian provisions but preserved a set of institutions that would characterize and constrain the regained Chilean democracy. This article presents an account of that process. It juxtaposes two theoretical perspectives: one that sees …
The Ombudsman in Latin America
During the last 20 years ombudsmen have been established in most Latin American countries. This article provides an overview of the how these institutions have evolved in six countries, particularly with regard to their political independence and strength. In spite of the potentially important role that such institutions may have in promoting public accountability, respect for human rights and the rule of law in new democracies, some ombudsmen ha…
