Anthropology and the Oppressed: A Reflection on "Native" Anthropology
The Culture ofAchievementAmong the Poor: The case of mothers and children in a Head Start program
Declining Social Services and the Threat to Social Reproduction: An Urban Dilemma
RECENT FISCAL CRISES experienced by city and federal governments, together with changes in the economy, have resulted in a decline in basic urban services. Since these services are important aspects of the material resources necessary for survival, their decline is threatening the ability of poor and working-class populations to maintain themselves. The magnitude of current urban problems suggests that we are in the midst of a nationwide crisis i…
Social Networks and Urban Neighborhoods in New York City
THIS ARTICLE INVESTIGATES the relationship between social networks and neighborhoods in New York City. It examines the consequences of connected or dispersed social-network support for people of different incomes and races in New York, in terms of their views of their neighborhoods as desirable places to live. Using data from 7 937 New Yorkers studied by the City University of New York-New York City Survey of 1988, it shows that: contrary to what…
AAA Task Force on Poverty and Homelessness
The Almost Homeless
A recent report by the U. S. Conference of Mayors noted that "Homelessness is the greatest single problem facing poor children in New York City" (Daily News, Oct. 28, 1988). As more about the report was made public, it became evident that the poor face problems other than homelessness. These involve problems with child care, drugs, school dropout, jobs, and teenage pregnancy. But these same problems are experienced by many people with shelter, an…
Ethnographic Research: A Guide to General Conduct. R.F. Ellen, ed
The New Police, Crime and People in England and Wales, 1829–1888
My subject is the new police of the nineteenth century. It was said of policemen in Mid-Wales in the later part of that century that, after five years of looking at sheep, their minds turned to emigration, drink and suicide. Writing this paper has been a comparable travail. My initial enthusiasm for the topic has been somewhat crushed by the weight of evidence and the models of police historians. The evidence is vast and problematical. Thisis not…

The Poacher: A Study in Victorian Crime and Protest
A study of the Victorian poacher raises several points of interest for historians of nineteenth-century society. First, he was such an ordinary figure, an accepted and normal part of rural life. In recent works of oral history, old people recall just how important poaching had been for their predecessors, and for the family and village economy. An examination of the statistics of rural crime in the nineteenth century reveals that, together with t…

The Value-Base of Social Anthropology: The Context of India in Particular [and Comments and Reply]
In keeping with its present state of theoretical and methodological development and the ever accumulating stock of empirical information, the role of social anthropology today is not merely to describe or to explain a phenomenon (or a set of phenomena). Proceedings sequentially by answering the three questions "What is it?", "How is it?", and "Why is it?", social anthropology should now be in a position to answer the fourth fundamental question i…
Applied Anthropology and the Application of Anthropological Knowledge
The case of an anthropologist working in a Department of Health and Hospitals is used to explore the relationship between social science research and the process of policy formation. It is argued that policy is not generally influenced by the nature of research conducted by an applied social scientist because the general definition of the problem and the solution has normally been defined by the client organization before the social scientist ent…

This paper, by M. Estellie Smith of the State University of New York at Brockport, was read at the Southwestern Anthropological Association meeting in Tucson, Arizona 1971, and deals with the relationship between anthropological research in the Southwest and the objects of that research, Southwestern Indians. The issue is a crucial one for the future of the discipline. The paper has not been rewritten from the original prepared for presentation a…

Responsibilities of the Foreign Scholar to the Local Scholarly Community
The purpose of this paper is to suggest guidelines for the conduct of scholars that will make it possible for the scholarly community as a whole to benefit more fully from the efforts of its members. It reviews some aspects of the evolution of the problem and then presents a set of recommendations, based on research by a team of social scientists in three Latin American countries, that may come to serve as a statement of common understanding conc…

A Description of Settlement Pattern and Population Movement on the Papago Reservation
This paper presents a classification of present Papago settlement pattern. Farms, pastures, homesteads, ranches, and two types of villages are described. In the past, the Papago Indians migrated seasonally between two villages; one was located in the mountains and the other was located in the plain. The most drastic change has been the establishment of permanent residence in one or the other village. It is argued that this change was accompanied …
