Introduction to the Symposium, “Constitution-Making in the 21st Century: Lessons from the Chilean Process”
Expressions of social discontent that trigger deep political reform appear to be a sign of the times. Emerging political actors challenge delegitimized political elites with promises of a closer relationship with electorates, new rules to fight corruption, and more open access to the benefits of economic growth. Often, however, reforms in recent decades have weakened instead of strengthened democracy, leaving political systems less fair and more …
Constitution-Making in the 21st Century: Lessons from the Chilean Process
A distinctive feature of 21st-century constitution making is the role assigned to citizens through various forms of direct participation, as well as special efforts to include groups underrepresented and marginalized in ordinary politics. The legitimacy of these processes increasingly requires a role for actors and groups previously excluded from crucial institutional decisions (Elster 1998; Fishkin 2011; Reuchamps and Welp 2023; Rubio-Marín 2020…
Latin America Erupts: Re-founding Chile
Chile faces its most crucial re-foundational moment since the recovery of democracy in 1990. A constitutional convention composed of a majority of nonpartisan members and dominated by no single group will write a new constitution to replace the one enacted in 1980 by Augusto Pinochet. Will this process bring social norms in tune with formal institutions, or will the result be a polarized politics and deeper crisis? This political moment presents …

Bureaucratic Authoritarianism
Bureaucratic authoritarianism is a concept formulated by political scientist Guillermo O'Donnell to characterize certain civil‐military dictatorships as distinct from totalitarianism, populist, and oligarchic authoritarianisms. The main characteristics of these regimes were strong bureaucratic organization, technocratic decision‐making, demobilization of popular sectors, and the repression of political dissidence.
Legitimacy crisis and the constitutional problem in Chile: A legacy of authoritarianism
Soberanía popular y "momento constituyente" en el debate sobre cambio constitucional en Chile
Ciencia política en Chile: Una disciplina consolidada
If, at the beginning of the Millennium, Chilean political science was characterized by the explosive offer of undergraduate programs, the last ten years show a consolidation of the discipline reflected in research projects, publications and the creation of the first Ph.D. programs in the discipline
You Win Some, You Lose Some: Constitutional Reforms in Chile's Transition to Democracy
Chile's 1989 constitutional reforms constituted a trade-off: the military gave up protected democracy provisions but acquired greater autonomy. The democratic opposition could accept or reject, but not modify, constitutional changes proposed by the outgoing dictatorship. This study addresses a very limited time period in the transition to democracy: the moment after the transition has been secured and transitional rules have been established. The…
