Privatization
Privatization is a transfer of public services provided by various levels of governments in national states to the private sector of business. It is a relatively recent transformation of governance and markets in countries worldwide. In fact, it is an extraordinary, rapidly expanding phenomenon that is rising in global waves, transferring ownership from governments to private enterprises
Transparency and Global Change
The word “transparent” traditionally means the capacity of light to pass through clear glass so that one can see the things behind it. Transparency also means open, frank, candid, and true, as opposed to opaque or secret. Today, the concept “transparency” in sociology refers to the globally emerging value (and its derivative norms) of information disclosure and access. It asserts that all centers of authority have a “duty to disclose information”…
The Self-Guiding Society: The Hope and Challenge of Competent Democracy
Science Impact Assessment and Public Policy
In recent years a number of important science policy issues have rentered on questions about the social utility of science. The field of knowledge systems accounting has evolved as a special form of social impact assessment to observe and measure the impact of science on society. A system of social impacts of science (SIS) indicators has been developed as an attempt to represent these complex patterns and relationships. In the final analysis, the…
The Architecture of Knowledge Systems: Toward Policy-Relevant Science Impact Indicators
The task of designing social impact of science (SIS) indicators is an ill-structured or systemic problem involving competing design goals, indeterminate design states, unspecified design rules, and an unbounded design space. These features of the problem are not a result of imperfections of measurement alone; they are due primarily to properties of the knowledge system that make it resemble a tangled river delta (anastomotic reticulum) in which d…
An Accounting Scheme for Designing Science Impact Indicators: The Knowledge System Perspective
The social system of knowledge—or knowledge system, for short—is an accounting scheme that helps organize the search for social impact of science (SIS) indicators. The accounting scheme specifies six related knowledge functions (production, structuring, storage, distribution, utilization, and mandating) that are performed in different domains (industry, agriculture, education, and so forth) by many institutions and organizations that vary in size…

Meaning and Appreciation: Time and Modern Political Life
The great crisis of twentieth-century philosophy has been the loss of meaning as a criterion for conduct. With the collapse of the historical sociologies of the nineteenth century and their replacement by relativistic doctrines, contemporary thought has retreated to the fleeting present moment as the ground for describing action. In Meaning and Appreciation, Michael Weinstein traces the history of the failure of historical meaning, showing how th…

Conceptions of Research and Development for Education in the United States
In the early 1960s, spurred by federal initia tives and funding, a movement got underway to place educa tional practice on a foundation of scientifically based know ledge. The Research and Development Centers pro gram was the first of several institutional approaches to what came later to be known as the knowledge production and use (KPU) system in education. Based on their thirteen. years of case study experience of one such center, and their ap…

Paul Lazarsfeld and the Study of Knowledge Applications
The death of Paul Lazarsfeld during the 1976 ASA convention saddened all sociologists. In this paper, three of Lazarsfeld's colleagues at The University of Pittsburgh attempt to put the entire corpus of his works on the sociology of knowledge and communication into perspective, with special reference to his recent work (with Jeffrey G. Reitz, in collaboration with Ann K. Pasanella), An Introduction to Applied Sociology (Elesvier, 1976). They argu…

Ideological Primary Groups in Contemporary Cultural Movements
This paper argues that “post-modern” societies generate movements for cultural change in models “of” and “for” identity and consciousness, rather than traditional kinds of social movements aiming at structural changes in institutional arrangements. The distinctive and crucial unit in comtemporary cultural movements is what we have termed the “ideological group.” These groups are similar to the “ideological informal groups” which recruited members…
