Rule-based civil service: Evidence from a nationwide teacher reform in Mexico
The impact of combining performance-management tools and training with diagnostic feedback in public schools: Experimental evidence from Argentina
The effect of school grants on test scores: Experimental evidence from Mexico
We use a randomized experiment (across 200 public primary schools in Puebla, Mexico) to study the impact of providing schools with cash grants on student test scores. Treated schools received on average 16 USD per student each year for two years, an increase of 20% in public spending per child, after teacher salaries. Overall, the grants had no impact on student test scores. Lack of a treatment effect does not seem to be driven by poor implementa…
Targeting High School Scholarships to the Poor: The Impact of a Program in Mexico
On the basis of a randomized controlled trial, we evaluate a scholarship program in Mexico, Programa de Becas Educación Media Superior (PROBEMS), aimed at improving graduation rates and test scores among upper secondary school students from poor backgrounds. We find that, on average, the program has no effect on either graduation rates or math and Spanish test scores. We point to two possible reasons for this failure: (i) the program was badly ta…

Equal opportunities to enhance growth
The heterogeneous effect of information on student performance: Evidence from a randomized control trial in Mexico
Idle Youth in Mexico: Trapped between the War on Drugs and Economic Crisis
The present study combines data from Mexico's employment surveys (Encuesta Nacional de Empleo and Encuesta Nacional de Ocupación y Empleo) with the country's official statistics on murder rates to create a state-level panel data set covering the period 1995 to 2013. Including most of the common controls identified by the literature, the results show that the rate of male youth ages 19 to 24 not studying and out of work (the so-called ninis), is n…
Global Income Distribution And Poverty In The Absence Of Agricultural Distortions
This paper assesses the potential impacts of the removal of agriculture trade distortions using a newly developed dataset and methodological approach for evaluating the global poverty and inequality effects of policy reforms. It finds that liberalization of agriculture and food could increase global extreme poverty (US$1 a day) by 0.2 percent and lower moderate poverty (US$2 a day) by 0.3 percent. Beneath these small aggregate changes, most count…
The Impact Of Food Inflation On Urban Poverty And Its Monetary Cost: Some Back-Of-The-Envelope Calculations
This paper uses a sample of 73 developing countries to estimate the change in the cost of alleviating urban poverty brought about by the recent increase in food prices. This cost is approximated by the change in the poverty deficit, that is, the variation in financial resources required to eliminate poverty under perfect targeting. The results show that, for most countries, the cost represents less than 0.1 percent of gross domestic product. Howe…
