Mayor's political party affiliation and local outcomes: Evidence from SEE
How ‘Smart’ Are Smart Specialization Strategies
The introduction of smart specialization (S3) as a fundamental pillar of the 2014 reform of the EU cohesion policy is a significant strategic shift in European development intervention. S3 strategies aimed at mobilizing the economic potential of each country and region of the EU by allowing a more place‐based and bottom‐up approach to development. However, despite the salience that S3 has acquired in a short period of time, there has been no Euro…
Drivers of convergence: The role of first- and second-nature geography
The analysis of regional convergence often stays at the level of documentation, with limited attention placed on the drivers of convergence/divergence dynamics. This article offers a systematic analysis of this, examining the role of first-nature (location, proximity, physical geography) and second-nature geography (economic structure, agglomeration, economic potential) in accounting for regional synchronicity in growth trajectories (stochastic c…
The economic effects of political disintegration: Lessons from Serbia and Montenegro
Uneven geographies of economic recovery and the stickiness of individual displacement
How far do economic recoveries help those whose employment potential was most affected in times of crisis to clamber back—and under what regional conditions? We examine this issue drawing on individuals’ employment histories from the UK Household Longitudinal Study. We find that—with the notable exception of the London economy—loss of occupational status is ‘sticky’, with evidence of limited ‘bouncing back’ for those ‘bumped down’ the occupationa…
Back to the member states? Cohesion Policy and the national challenges to the European Union
In a context of rising economic nationalism and Euroscepticism, the value added of a supranational Cohesion Policy of the European Union is constantly under scrutiny. In parallel, a growing body of empirical evidence uncovers a significant heterogeneity of national and regional impacts. This editorial argues that member states should take full responsibility and ownership of Cohesion Policy and its impacts, regaining a substantive role between Br…
Regional needs, regional targeting and regional growth: An assessment of EU Cohesion Policy in UK regions
With the prospective exit of the UK from the European Union (EU), a crucial question is whether EU Structural Funds have been beneficial for the country and which aspects of Cohesion Policy should be maintained if EU funds are to be replaced. This paper addresses this question through a twofold investigation, assessing not only whether but also how EU funds have contributed to regional growth in the UK from 1994 to 2013. It documents a significan…
The regional impact of European Union association agreements: An event-analysis approach to the case of Central and Eastern Europe
The regional impact of European Union association agreements: an event-analysis approach to the case of Central and Eastern Europe. Regional Studies. Although European Union association agreements are generally seen as welfare improving, relatively little is known about their spatial–distributional consequences. Drawing on the pre-accession experience of Central and Eastern Europe (CEE), this paper estimates the regional growth effects of such ag…
Labor-market Informality and Nonstandard Employment in Serbia during the Global Financial Crisis
Article Labor-market Informality and Nonstandard Employment in Serbia during the Global Financial Crisis was published on April 1, 2014 in the journal Comparative Southeast European Studies (volume 62, issue 4)
Between equity, efficiency and redistribution: An analysis of revealed allocation criteria of regional public investment in Greece
As the debt crisis in Europe continues to unfold, renewed attention is placed increasingly on public (and private) investment as a vehicle for reigniting growth and counterbalancing the austerity effects of fiscal consolidation policies. Nowhere is this more urgent, or salient, than in Greece. However, there is remarkably little research, at least in that country, examining the criteria under which public investment is allocated across functional…
Making geographical sense of the Greek austerity measures: Compositional effects and long-run implications
This paper examines the geographical impact of the recent austerity measures in Greece. Owing to compositional differences across regions, the horizontal measures are found to amplify existing disparities. It is argued that under certain conditions, relating to wider spatial imbalances in the country, this can trigger cumulative divergence processes that may be hard to address in the future. To correct this, it is proposed that revenue-generating…
Twenty Years of Economic Transition in the Balkans: Transition Failures and Development Challenges
This paper seeks to review and evaluate a series of theoretical and policy issues with regards to the process of transition and European accession of the Balkan countries. We begin by reviewing some key aspects of economic structure and performance relating to the processes of transition and integration. We then examine in turn what these aspects imply for the assumptions of theory and policy concerning the speed of transition, the benefits of in…
Education, Location, Education: A Spatial Analysis of English Secondary School Public Examination Results
To complement analyses of how education affects locational outcomes in labour and housing markets, this paper investigates the impact of location (at neighbourhood and sub-regional scales) on English secondary school public exam results. This is explored both in terms of grades/points achieved by pupils and official attributions of 'value added', which have been related to sets of both school and area characteristics, including proximities to pre…
Union Retreat and Regional Economic Performance: The UK Experience
Monastiriotis V. (2007) Union retreat and regional economic performance: the UK experience, Regional Studies 41, 1-14. A panel of regional data is used to investigate the impact the well-documented decline in trade unionism in the UK had on the economic performance of its regions. The analysis departs from the traditional firm-level and cross-sectional analyses and looks at the economy-wide effects of unionism. The findings provide evidence in li…
Labour market flexibility in UK regions, 1979–1998
Despite the centrality of the issue of labour market flexibility, attempts to consistently measure levels of flexibility, either within or across countries, have been remarkably scarce. This paper makes a significant contribution towards filling this gap by presenting a set of labour market flexibility indicators for the UK. Derived from survey‐data sources, the indexes relate directly to theoretical considerations on the issue of flexibility and…
Urban Size, Spatial Segregation and Inequality in Educational Outcomes
Assumptions about the role of neighbourhood effects are increasingly built into urban policies, particularly in relation to the role of spatial concentrations of disadvantage in perpetuating inequality and social exclusion. Nevertheless, hard evidence to underpin this assumption is still largely lacking. To help fill this gap, this paper focuses on the relationship between overall urban scale and the spatial scale of segregation, and on the impli…
