Global care chains
This article examines global care chains as juridical formations – legal arrangements that organise the extraction of reproductive labour within constitutional orders that privilege economic accumulation over social reproduction. Drawing on original data and ethnographic fieldwork in Tumaco, a historically marginalised Afro-Colombian territory on Colombia’s Pacific coast, we follow the intergenerational care work of Nelly, a grandmother raising h…
Latin America in Law and Development
Latin American countries have experienced both right-and left-wing paths to development. The goal of this chapter is to broaden liberal- and neoliberal-centred narratives by analysing dependency-oriented approaches to economic development that have been influential in the region at diverse moments. The chapter analyses how gender was incorporated into these debates. It seeks to show the ways in which ideas about development have taken form in Lat…
Counter‐powers. The daily life of transitional justice
This article reconstructs the lives of women under transitional justice by narrating their history in Bojayá, in the Colombian Pacific, where one hundred children and adults were killed in clashes between the FARC guerilla and the paramilitary in May 2002. The stories reveal how the women, through games, social construction of the territory, and alabaos (funeral dirges), construct a fundamental counter‐power through which to understand transition…
Sex and the City
This paper explores the role of safety and sexual harassment risk as the pivotal element for the understandings in gender and city debates both in literature and in public policy in Colombia, which derives from understanding women’s sexuality as either “kind mothers” or “chaste women” who must protect their sexuality in public spaces. Using ethnographic techniques in Barranquilla and Cali (Colombia), we suggest that the protection of sexuality is…
Security and Development? A Story about Petty Crime, the Petty State and its Petty Law
In this article we engage with the promises and limits of the "Security and Development" discourse. Using Cali (Colombia) as our case study, we show how initiatives associated with this discourse, instead of helping States move beyond insecurity, exclusion and low levels of development by strengthening social relations, official institutions and legal frameworks, end up producing, instead, a particular set of precarious institutional and human ar…
Yo me defiendo
Through the lens of the subjective experience of women who drive moto-taxis in Barranquilla, Colombia, this article explores the interaction between labor informality, precarious working conditions, and gender. Based on the information obtained from in-depth interviews, ethnographic observation, and focus groups, the article questions the usual approaches to city, gender, and labor informality to the extent that they do not represent properly the…
Mujeres al margen? Estudios empíricos en trabajo y derecho
Cities and the city
This paper analyzes the spatio-temporal imaginations of women in the upper, middle, and lower classes of Barranquilla and Cali. These two intermediate Colombian cities are becoming increasingly important in terms of Colombia's urbanization and modernization plans. The text explores the ‘mobility tragedy’ as one of the main urban issues of Colombian cities, and the homogeneous and linear way in which this ‘tragedy’ supposedly affects women. Using …
Las fugas de la democracia. Análisis económico del derecho sobre las normas de transfuguismo político en Colombia (2003-2011)
The article presents an economic analysis of the rules regulating changes of political party affiliation in Colombia. In developing a basic analysis of incentives, the authors conclude that double electoral militancy is a direct, predictable result of the present legal framework in which the rules are unable to deter party-switching behavior among actors in the political system. The result is a democratic game that, given the ever-increasing dist…
El activismo burocrático y la vida mundana del estado. Las madres comunitarias como burócratas callejeras y el programa de cuidado de niños Hogares Comunitarios de Bienestar
This article discusses the spaces of the outsourced social policy known as Welfare Homes as new scenarios in which the idea of what is public is produced and negotiated. Gathering up the main findings of the fieldwork developed with community mothers in different Colombian cities, the text suggests that there are public and non-state areas where streetlevel bureaucracies produce, at its discretion, the rule of law as a language of the state. In t…
