The Gordian Knot: Empowering South Sudan Refugee Women and Girls in Uganda
This article is a preliminary critical assessment of Uganda’s current refugee policy, ReHOPE, in the north-western part of the country. The research was based on quantitative and qualitative data gathered over six weeks in 2018 and 2019. The article is centred on national efforts to implement the UN -mandated Sustainable Development Goal #5, “gender equity and empower all women and girls”. Here the focus is on the policy as it relates to formal e…
Rapid urban expansion and the challenge of pro-poor housing in Addis Ababa, Ethiopia
A common challenge faced by countries in the developing world is to provide public goods such as housing and safe water and sanitation to rapidly expanding and poor populations in urban areas. This is a particularly acute problem when the process of governing is accompanied by unplanned urban population growth and the displacement of the urban poor while pursuing market-oriented development strategies without proper safety nets for them. The purp…

Meeting the Challenges of Strategic and Human Security Interests in US–Africa Relations, or the Orphaning of ‘Soft Power’
In the context of a changed global environment since the end of the cold war, Africa has assumed renewed importance in the foreign policy calculations of the USA. Moreover, the security interests of the USA and African states could be seen as converging. One of the major goals of US foreign policy is combating international terrorism, while Africa as a whole is vulnerable as a breeding ground and incubation site for international ter-rorists. Ind…

Trustee for the Human Community: Ralph J. Bunche, the United Nations, and the Decolonization of Africa
Ralph J. Bunche (1904-1971), winner of the Nobel Peace Prize in 1950, was a key U.S. diplomat in the planning and creation of the United Nations in 1945. In 1947 he was invited to join the permanent UN Secretariat as director of the new Trusteeship Department. In this position, Bunche played a key role in setting up the trusteeship system that provided important impetus for postwar decolonization ending European control of Africa as well as an in…

The Ethnogenesis of the Oromo Nation and Its Implications for Politics in Ethiopia
Theend of the cold war has coincided with, and in some cases fuelled, the politicisation of ethnically based nationalism, particularly in Eastern Europe and sub-Saharan Africa. The international political environment had previously been characterised by ideological competition and conflict between the United States on the one hand and the Soviet Union and Communist China on the other. Both of these ideological camps stressed the cohesion and viab…
Majority Rule and Minority Rights: American Federalism and African Experience
Withthe demise of the Soviet Union and the fall of many authoritarian régimes, some observers suggest that we are in the midst of what can be called a worldwide democratic revolution. Although questions remain as to the durability of these changes, particularly in Africa, it is clear that we are at a cross-roads. Nations are considering what kinds of political institutions they want to replace those they are trying to dismantle. What, at this his…
Drought, War, and the Politics of Famine in Ethiopia and Eritrea
During almost two decades, beginning in the early 1970s, the Horn of Africa was racked by the ravages of hunger and war. Natural disasters are not new to the region, which historically could count on at least seven major droughts each century, but in the current era they have been increasing, in part due to massive deforestation and the changing pattern of weather. It is estimated that in Ethiopia alone, because of soil erosion and deforestation,…

The Impact of Black Mayors on Urban Policy
This article is an exploratory assessment of whether or not black mayors, as compared to white mayors, demonstrate patterned differences in their policy preferences and expenditures. It is hypothesized that black mayors are inclined to spend more on welfare related items than on other budgetary items. Employing urban expenditure data over time in six cities and focusing upon seven expenditure categories, it is found that, as a rule, black mayors …

State, Party, and Revolution in Ethiopia
The Ethiopian experiment stands out among the burgeoning Afro-Marxist states which have sprung up since about 1976. Its uniqueness does not lie in the fact that the revolution which spawned it had its roots in historic feudalism (although this has given it a somewhat unique character), nor does its uniqueness result from being an uncommon example of an attempt to build a state socialist society in the Third World. There are others-among them Viet…

The Politics of State Survival: Continuity and Change in Ethiopian Foreign Policy
For more than a century the Ethiopian state has been concerned with promoting the idea in the international community that it is a viable multiethnic nation-state and with having its claimed geographic boundaries accepted as sacrosanct. Irrespective of the 1974 change from a modern imperial regime to a leftist-oriented military government, these foreign policy priorities have been motivated by persistent claims for self-determination expressed by…
The Revolutionary Transformation of Ethiopia's Twentieth-Century Bureaucratic Empire
Ethiopia has long been regarded as the only African state, along with Liberia, to have escaped the ravages of European colonialism, the epitome of African independence and self-determination.1 It was also considered a stable, relatively integrated, and viable political community amidst a continent of new states characterised by chronic instability.2 But by 1974, most if not all of these myths were in the process of being broken, as Ethiopia strug…

The Political Socialization of Adolescents in Contemporary Africa: The Role of the School in Kenya
Students of Western societies have long been concerned with the study of the role of the formal educational environment in the political socialization of the young, but very little attention has been devoted to studying this subject in developing areas. As a result generalizations about this process are, for the most part, only applicable to countries such as the United States and the states of Western Europe.1 Gaps exist in our understanding of …

Electoral Politics in Gary: Mayoral Performance, Organization, and the Political Economy of the Black Vote
Focusing on mayoral primary elections between 1967 and 1975 in Gary, Indiana, this article attempts to shed light on the voting calculations of the black electorate where race is not a factor. The main thesis is that Mayor Richard Hatcher's continued success in being reelected is based on two main factors: his superior political organization, and his satis factory policy performance in the eyes of the majority of the dominant black electorate. Th…
